HOUSE GROUP REPORTS CLARK MEMORIAL BILL Action Taken Three Weeks After Committee Decides to Favor Project. Bn Times Special WASHINGTON, April 27.—The bill authorizing $,000,000 for a memorial to George Rogerg Clark at Vincennes, Ind., finally was reported Thursday to the House by Representative Luce of Massachusetts, chairman of the House Library Committee. Thi’ee weeks and three days after the committee had acted on the bill. Members of the Indiana delegation have accused Luce or holding it back in the hope cf forcing them to take it in place of the original $1,150,000 measure voted by the legislative jam at the end of the session. Should the bill pass, the Hoosiers probably will attempt to get an appropriation for starting the work approved by the bureau of the budget and President Coolidge, put into the deficiency appropriation bill soon to come before Congress. This would allow the work to start next summer. Otherwise it will have to wait until Congress appropriates the money next year, since the pending measure is only an authorization bill. They also are hopeful of getting the amount for the memorial raised to $1,500,000 in conference between the two houses. The bill will go to the House consent calendar, which will give it a chance to be considered Monday, but since there are several hundred measures ahead cf it, it may be two weeks or more before the House gets a chance to pass on it. April 27.—When the Montmartre Apaches get into difficulties with the police their battle cry is “Mort Aux Vaches” A young Englishman whose French had been neglected, was ocached by a friend before crossing the channel. Upon his arrival in Paris he approached an officer and said “Pardon Monsieur l'Agent, mort aux vaches. Voulez-vous m’indiquer l’Hotel Continental?” The gendarme told him to boat it. The Englishman, fearing he had been misunderstood, raised his voice and repeated the request. Whereupon he was taken to police headquarters The aoache phrase means “kill the cows.”

NEGRO LOSES $195 IN WINNING FAKE WAGER James C. Cooper, Negro. 2533 Shriver Ave., asked police today to help him look for two Negroes he met Wednesday at Twenty-Sixth and Illinois Sts. They gave him $5 and a paper-stuffed envelope for S2OO he withdrew from a building and loan association. The pair began by discussing banking with Cooper. They told him they would bet $5 a Negro couldn't withdraw his money from a bank. Cooper took the wager and went over to the building and loan and withdrew his S2OO. His new friends refused to believe that the S2OO was all there. They put.it in an envelope to keep it separate from S9OO, which they showed Cooper. Then they let him hold the S9OO while they counted his S2OO. They said. “You win,” paid the $5 and gave him back his envelope for the S9OO ore. When they left he found envelope was filled with paper, rather than paper money.
