ROAD REPAIR IN FLOOD REGIONS BLOCK BILL Question Setting Precedent of U. S. Rebuilding Highways. BY ROSCOE B. FLEMING WASHINGTON, April 25.—Shall a precedent be created by which the Federal Government may be called upon forever to rebuild local roads anywhere in the country when ruined by flood? This is the question which informally has deadlocked the $140,000,000 agricultural appropriation bill for three weeks between House and Senate, and the deadlock shows no signs of ending. The Senate, upon motion of Senator Keyes of New Hampshire, voted $2,654,000 to restore roads in Vermont and $653,300 to restore roads in New Hampshire, damaged by last year’s flood. Senator Barkley of Kentucky promptly moved to appropriate sl,889,994 for restoration of roads in Kentucky, also damaged by flood. This amendment provided, however, that the State must put up dollar for dollar, no such provision being included in the New England appropriations. Senator Warren, chairman of the Appropriations Committee, objected, however, to an item of $48,000 for restoration of Florida roads damaged in the 1926 hurricane. The New England items were the only ones of the four which carried approval of the budget bureau and President Coolidge. House and Senate leaders have not yet moved even to appoint conference committees to iron out differences in the bill. They have been debating privately in the meantime as to whether every State which suffers from floods, including the Mississippi States, will net ask the Government to reconstruct their roads, this year as well as in the future. Faces Second Slaying Trial By Times Special BLOOMINGTON, Ind., April 25. Raymond Stephens went on trial for the second time today in Monroe Circuit Court on a manslaughter charge. He is accused of slaying his cousin James Stephens, with a knife, a few months ago. A jury disagreed in the first trial.

COLISEUM PLAN NOTJHELVED Administration Has Project in Mind, Says Slack. The administration is still considering the $3,000,000 coliseum project, although no active steps are being taken, Mayor L. Ert Slack said today. The coliseum committee, headed by J. E. Krause, discontinued meetings three months ago after Slack announced he u’ould oppose purchase of a site at this time. The committee, named under former Mayor John L. Duvall, desired to purchase a location and push plans. There are indications that the city will start new plans for the project. “We are still interested in a coliseum for Indianapolis, although we have not committed ourselves definitely on any matters.
