SAFEGUARD ASKED FORSCHOOL FUND

Possibility of Huge Theft Shown by Waisman, in * Urging Protection. Large sums of public money in the Indianapolis school bonded indebtedness sinking fund have been protected inadequately from loss for years, Albert F. Waisman, school business director, revealed today. Waisman has suggested to the school board the appointment of three trustees, under heavy bond, to safeguard the fund. Under the present system, he said, with several hundred thousand dollars in the fund at times, it would not be difficult for a dishonest employe to misappropriate a large part of the funds without being detected for years ''The school city is building up its sinking fund to meet heavy principal payments, $858,000 beingdue in 1938-1939, and $4,520,000 in 1939-1940,” he said. “Thus, at one time, shortly before these payments are due, there will be as much as $5,000,000 in the fund. Between now and then, some school employe might be tempted to steal a part of this fund.” Waisman added that he meant to cast no reflection on any one connected with the schools, but considered the trusteeship merely as a precautionary measure. In explaining weakness of the present system, he said: “Some future attache of the board could issue a voucher for $250,000, or $500,000, payable to ‘John Smith,’ for a certain number of 4!i per cent Liberty bonds. “The school official could deposit the check in a Chicago bank account he previously had opened in the name of ‘John Smith’ and check out the money. “The imaginary bonds would not be missed probably until time to meet the heavy bond payments, in 1939, and even then it would be impossible to prove that the school official was the ‘John Smith’ to whom the check was issued.” Traction Car Kills Driver GREENFIELD, Ind., April 25. CHARACTER EDUCATION MEETING AT DE PAUW Three-Day Conference Will Open Thursday. GREENCASTLE, Ind., April 25. A three-day conference on character education will open at De Pauw University here Thursday. Speakers will include President William Lowe Bryan, Indiana University; Prof. G. C. Brandenburg, Purdue University; J. M. Scudder, superintendent of Huntington schools, and Dr. H. H. Young, Indiana University. The conference will be under direction of Dr. C. H. Williams, Prof. Edward Bartlett and Dean Louis H. Dirks. Relation of character to mental health, what homes are accomplishing in character education and scientific tests applied to character are among subjects for discussion. TRAIN NATURE GUIDES Courses Will Be Offered For Camp Counsellors. Bn Science Sere ice CLEVELAND, Ohio, April 25.—A school for nature guides, who are to serve as nature study leaders to summer camps. State parks, scoutcraft organizations and in similar capacities, is to be held here this year under the auspices oi the Senior Teachers College of Western Reserve University and of the Cleveland School of Education. It will be under the direction of Dr. William G. Vinal, and courses will be offered in the study of trees, flowers, birds, insects, gardening and a number of other subjects. GRANT RATE INCREASE Wells County Telephone Firm Wins Plea to Commission. Increased telephone rates have been granted the Liberty Center Telephone Company of Wells County by the public service commission in order to enable the company to resume operation which was halted as a result of a sleet storm which swept northern Indiana early this month.

CALL ON MAYOR SLACK Springsteen, Harris Pay Visit to “Get Acquainted.” Councilman Edward W. Harris, Republican, and Councilman Robert E. Springsteen, Democrat, conferred with Mayor L. Ert Slack Tuesday afternoon. It was Harris’ first visit to the mayor’s office since his election. “They just dropped in to get acquainted,” Slack said. Slack held an hour’s conference with board of safety members, Fred W. Connell, Ira Haymaker and Robert F. Miller, late Tuesday. The purpose of the conference was not revealed. AMBASSADOR ON FLIGHT Chilean Envoy Leaves Alabama Field for Houston. By United Press WASHINGTON. April 25.—Bolling Field officials here today were informed by the commanding officer at Maxwell Field. Montgomery, Ala., that Chilean Ambassador Davila took off from there at 5:35 a. m. for Houston. Texas, and is expected to reach Houston at 11:35 a. m.
