FREIGHT HATE CHANGES FROM , STATE SOUGHT Chamber Traffic Chief in Attendance at Hearing in Chicago. A proposal for a general class freight rate alteration on materials shipped from Indiana into the 'Western trunk line territory was placed before the Interstate Commerce Commission today by R. B. Coapstick. traffic manager of the [lndiana State Chameber of Commence: The schedule proposed lo Commerce Commissioner Frank MeManamy in the hearing at the Hotel Sherman in Chicago that opened last Thursday was drawn up by Coapstick and R. H. Hollopeter. assistant traffic manager. The rate peso is about two years old and is known the Western freight rate investigation. The destination territory is l'rom the Mississippi River to the Rocky (Mountains and north of St. Louis, [Kansas City and Denver, to the Canadian line.
Higher From Indiana Under the present class rates the cost of hauls from Indiana into this! territory averages several cents more than from equally distance points in! Illinois. Under a proposal of Western carriers the rates would be boosted in many instances over Jwhat they now are. There is a “hump” in the rates; at the Illinois-Indiana border line ■which causes sudden increase. This the Indiana representatives seek to smooth out through their proposal. I The basis for the interterritorial rate proposal, a schedule of which, lias been drawn and introduced in the case, is this: Determination of i mileage; determination of the percentage of the mileage in each terri- ; tory to the through distance: appli-! cation of the percentage of the ! mileages in the lower rated territory to the rate for through distance under the lower scale; application of the percentage of mileage in the higher rated territory to the rate for the through distance under the higher scale and addition of the resulting figures for the through rates. Discrimination Cited “Asa general proposition, the first-class rate from the Western part of Indiana is 17 cents in excess of the first-class rate from the points located within the eastern border of Illinois,” Coapstick stated. “This 17-cent group generally extends to the line of the Nickel Plate Railroad from Michigan City, south to Indianapolis, and then the line of the Pennsylvania railroad from Indianapolis to Louisville. “Generally east of the grouping to the Ohio line, the rates are 11 cents higher than from the western half of Indiana. Rates constructed under the Indiana formula will wipe out the hump at the Indiana-Illinois line and properly grade the rates east I across Ohio. If this is extended; east to the Buffalo-Pittsburgh line j there will be no hump at the OhioIndiana line, as occurs today.” Chicago Gets “Break” From Indianapolis to Kansas City, 489 miles, the rate is $1.37. That of ; Chicago, 437 miles, is $1.20. Under the proposed change the Indianap- j olis charge will be $1.24 and that j of Chicago $1.19. The rate from Attica, Ind., to St. j Paul, Minn.. 510 miles, is $1.31, and would remain so under the proposal. From Danville, 111., to St. Paul, 513 miles, the rate now is $1.13 and yould be $1.31. The present rate from Terre Haute to St. Paul, 568 miles, is $1.31, while that of Paris. 111., 549 miles, is $1.25. Terre Haute rates would go to $1.38 and those of Paris to $1.35 under the proposed schedule. “Indiana’s position is that where certain commodities are produced in Indiana which are sold in this territory in competition with like commodities produced in Illinois, the relationship in the commodity rates should be made by the use of the Indiana formula,” Coapstick closed.
