Average of twenty industrials Tuesday y.as 210.38, up .02. Average of twenty rails was 140.95, up .29. Average of forty bonds was 99 27, off .05, A’/ United Press NEW YORK, March 28.—Interest in stocks shifted from the industrial section to rails and oils in early dealings today. Motor shares were quiet and slightly irregular. The movements generally were narrower than for several days. General Motors opened 7,700 shares at 190, off %, and then dropped to 18914. U. S. Steel opened at 148, off Vz, and held steady, while Radio opened at 168, off %, dropped to 167 Va. Sinclair, said to be under accumulation by several powerful oil companies opened 6.000 shares at 29 to 28%, up % and %. Hudson spurted 218 to 150; Marland 14 to 37%; Pan American B. 314, to 46 %. Strong rails were Southern Pacific, which gained % to 122% and New York Central, up 1% to 179%. Describing the market the Wall Street Journal’s financial review today said: Strong rallying tendencies which developed in Tuesday's late dealings were giving fresh stimulus by favorable overnight news. General business has shown steady improvement in the last two months according to the /Federal Reserve board which finds the expansion of $200,000,000 in commercial loans in that time as the largest of any corresponding period in recent years. Stock gave evidence in the late morning of greatly improved technical conditions as a result of the abrupt shake out in the previous session. Operations for the rise continue despite the : dvance in call money to 5 per cent. Time money was also firmer. Oil shares advanced briskly under the leadership of Pan American B on news that Ambassador Morrow had reached an agreement with the Mexican government. %

l\u J’tiitcd Prmft NEW YORK, March 28.—Settlement of the Mexican controversy should go a long way toward benefiting American oil organizations having Mexican property. Mining companies will now be able to plan for the future on business basis and Mexico will have money with which American merchandise can be imported. Just what factors caused market action Tuesday are immaterial, and the lesson to be gained lies not in what happened, but in how often can a duplication of such activity occur and how farreaching the effect. Tuesday’s action may be the beginning of a series of such breaks which are necessary to dispel illusions that the market does not always move in a vertical direction. i Chicago Professor to Speak Bji Times Special GREENCASTLE, Ind., March 28. —Constitutional history will be the basis of Prof. A.
