AROUSE WORLD ARABIST WAR IS KELLOGGS PLEA Says Arbitration Treaties Step Toward Banning Conflicts. Jji'J Ctiil-al Press NEW YORIC. March 16.—The people of the world must be aroused against “the uter horror and frightfulness of war,” as treaties alone cannot bring permanent peace, Secretary of State Kellogg declared here Thursday night in an address before the Council on Foreign Relations. The secretary nevertheless reaffirmed his willingness to sign a multilateral treaty, without qualifications or reservations of any sort, definitely rejecting war as a means of settling international disputes. Discussing “the war prevention policy of the United States,” Kellogg outlined the various steps recently taken by the State Department to further the interests of peace by concluding arbitration treaties and by seeking an agreement with other leading powers Which would forever renounce war. DISPUTE ARISES OVER TAX CUT Mad Scramble Being Made for Reduction Benefit. Hu Times Speciat WASHINGTON, March 16.—A mad scramble for the lion’s share of the dwindling tax reduction pie was predicted today on the basis of reports that even the Coolidge estimate of $225,000,000 must be cut to about $150,000,000, or half the $295,000,000 already provided in the House bill . It is understood the administration would like to apply the $150,000,000 to a cut in corporation taxes, as provided in the present bill, which reduces them from 12 >2 per cent to 11. But the men who have to face the voters at the polls this fall think it would be more advantageous to eliminate the corporation cut, anduse the $150,000,000 for pleasing the “little fellows” through elimination of automobile, theater and nuisance taxes. This would just about eat up the whole figure.
