DENIES HOOVER TO BLAME FOR RELIEF REFUSAL Representative Porter Hits Rumor of Foes; Says Secretary Urged Aid. BY KENNETH WATSON • WASHINGTON, March 13.—One more rumor apparently intended by political enemies of Secretary Tloover to stir up sentiment against him was spiked today by Representative Stephen G. Porter of Pittsburgh, chairman of House Foreign . Affairs Committee. The rumor was to the effect that Imposition of Hoover had been responsible in large measure for defeat four years ago of the Fish bill to have Congress appropriate 310,000,000 for the relief of starving women and children of Germany. Produces 1924 Records Representative Porter had official ' records of the hearings on the Fish bill produced which showed that not only was Secretary Hoover not unfriendly to the measure, but that he was one of its strongest proponents. Appearing before the Foreign Affairs Committee on Feb. 13. 1924, Hoover made the following statement: t “I can only feel one way about children. I have engaged a very large part of my time and energies for ten years in remedy of famine and poverty among European children as well as in major question of food supply to some twenty-three different nations in Europe. “I have felt that in the larger view r the real hope of recovery in the world and rehabilitation of Europe lies in sustaining the children; that it is of primary importance that we should contribute where solution can not be found otherwise to maintain the health and welfare of their children. Urges Aid for Children “With a record of having engaged in the relief of somewhere upward * of 20,000,000 children in these twenty-three different countries in Europe, I could not oppose but must support provision against the undernourishment of children anywhere. “I can argue very heartily on the failui'es of adults and the misdoings and misdeeds of the governments i that bring these situations about, but I can not apply those arguments against children. Our one hope is that the next generation will be better than this one and there is no hope if they are to be stunted and degenerate from undernourishment. “I recognize the many arguments that may be brought against charitable action either by private agencies or by our Government, but I refuse to apply these arguments to children.”

TEACHER GRADUATES FROM BLAKER CLUB Former Students of College Here Join Endowment Drive. Former students of Indianapolis Teachers College assisted by Mrs. Blanche G. Mathews, Teachers College registrar, formed a Blaker Club at La Porte this week as part of the Eliza A. Blaker Memorial endowment campaign. Mrs. Virginia Baird Arndt, city endow-nment chairman, was elected president of ' the club. Mrs. Ruth Lee Baske of Waunata, Is county chairman for the La Porte district. The La Porte club will make a group pledge to the endowment asside from individual pledges. Miss Emma Colbert, Teachers College dean, and general chairman of the campaign will address Blaker Clubs at Wabash, Auburn, Ft. Wayne, Elkhart, Gary, ,and Valparaiso this week. Dean Colbert reports the appointment of more than half of the county chairmen throughout the State in addition to the district chairmen announced last week. Ap- ‘ pointments have also oeen accepted by the majority of city chairmen. LOUIS MARTIN, LONG RESIDENT HERE, DIES Former Restaurant Owner Had Lived in City 50 Years. Louis E. Martin, 81, of 610 E. St. Clair St., early today died at his home, where he has lived for more than half a century. Mr. Martin was a native of New Bethel, Ind., and came to this city with his parents at the age of 17. In the early days he was engaged in the grocery business and later operated a restaurant opposite the city market on Albama St. He retired from business several years ago. He was a veteran member of Red Cloud lodge, Improved Order of Red Men, the Haymakers and Pocahontas. Surviving are two daughters, Mrs. ■ Florence E. Weyman and Miss Anna R. Martin ana one son, Frank V. Martin, all of Indianapolis. Funeral services will be held at Hisey & Titus funeral home at 2 p. m. Thursday. The Red Men will have charge. Burial will be at Crown Hill cemetery. navalTbill up today Expect House to Pass Measure for $274,500,000 Egpnditure. By United Press WASHINGTON, March 13.—The House will take up today the bill authorizing the new naval building program of fifteen cruisers and one aircraft carrier at a cost of $274y--500,000. Its passage late this week is predicted. After today’s opening debate, the measure will be laid over until Thursday, when debate will be continued. Little opposition is expected. A flare-up, however, is likely over an < amendment to permit the President to suspend the program at any time he desires.
