The proposal gained great momentum when Hughes, the former Secretary of State of the United State, in a brilliant speech indorsed the proposition and gave two concrete suggestions to the practical working out of such a proposal; Pledges His Support In pledging support to the proposal against aggression, Hughes said: “I wish to join with you in this effort to the full extent of my ability. If we cannot complete it now, let us prepare for a future day when we can accomplish our purposes with full consideration of all the questions which necessarily arise. “I desire to show to you the sincere cooperation of the United States, which is opposed to any act of aggression; which desires to see force eliminated from this hemi-

sphere; which is seeking nothing but the good order, the independence and prosperity of all the American States,” Gives Helpful Program He cited two proposals to aid such a plan of non-aggression. One was a commission to settle boundary disputes, such as are in effect between the United Sttaes and Canda. The other was to decide on the arbitration committee to settle disputes and especially the person who i should make the deciding vote. Hughes suggested a committee of three prominent jurists, none from the western hemisphere, and they In turn would appoint the fourth member. SUSPECUFOUL PLAY Thomas Ketchel, Father of Pugilist, Found Dead. B{i United Press GRAND RAPIDS. Mich., Feb. 17. —A theory of possible murder was advanced by police today in their investigation into the death of Thomas Ketchel, 74, father of the late Stanley Ketchel, former middleweight boxing champion. The elder Ketchel was found dead in a bam on his.farm near here, yesterday. His throat had been slashed several times. Authorities based their theory of murder on the absence of any weapon which Ketchel might have used to commit suicide. The younger Ketchel was killed in 1911 in Missouri. John Ketchel, another son of the aged man was held at police headquarters for questioning today. John was taken into custody after his brother Arthur told police he found John’s cap near the body of the father. It was found on the floor of the barn at the farm which Stanley bought for his mother with his prize ring earnings. After examining the slashes in the '
aged man's throat, Coroner Leroy said he believed Ketchel had committed suicide. Pants—m*..
