ADMIT NEED OF SURVEY ON U. S. UNEMPLOYMENT Labor Department Officials Say No Check Kept on Many Industries. BY CECIL OWEN United Press Staff Correspondent WASHINGTON, Feb. 16. The resolution of Senator Wagner (D?m.) New York, calling on the Labor Department to make a national survey of unemployment led to a variety of estimates today as to *.he true ratio of workers to jobs. Wagner insisted unemployment is Increasing and said the Labor Department lacks sufficient data on the subject. Administration officials admitted the lack of data, and agreed such a survey was needed but pointed out its difficulties and generally expressed optimism over employment conditions. Employment data gathered by the Bureau of Labor statistics in selected manufacturing industries show a decrease in factory employes of 15 per cent since 1923, when the bureau began its study. Production Increases The latest index figure, December, 3927, was 85.1 per cent of the 1923 par. Further declines are expected for January and February, this year, on the basis of reports already received. However, Government experts pointed out that the Bureau’s figures cover only employment in industries well established prior to 1923, and do not include farm labor, miners, domestic help or any of the new industries such as airplanes, radio, oilburning engines. Rayon and the like except where the older industries have added these new lines to their production. The experts further declared that despite the apparent falling off in workers, production has increased because of further mechanization of manufacturing plants. They suggested that most workers thus displaced by machines may have been absorbed by new or nonmanufacturing industries for which there are no national statistics. No Funds for Survey Officials declared a house-to-house canvass of the nation would be necessary for an accurate check on unemployment. They said even a less thorough survey would require a staff of several hundred persons

This is in keeping with one of Earl Asquith’s desires, that his funeral be private. Only a few will be in attendance. However, the nation will honor the memory of the prime minister who decided on England’s entrance into the war on the side of the allies, with a memorial service at Westminster Abbey Tuesday.
