LAY PLANS FOR MORE MODERATE NAVAL PROGRAM House Committee to Start Draft of Its Bill This Week. WASHINGTON. Feb. 15.—The House Naval Affairs Committtee is .about to begin working out a modcrate program of naval construction, Iwith a chance of congressional acceptance. The committee will start drafting a bill this week, now that the atmosphere has been cleared by President Coolidge’s consenting to a cut '.in the original large program. ' The President’s concession has • made it more probable than before that some sort of naval building program will be authorized. ’ His leaders in Congress no longer are bound to stand for a program that they admit had no chance, but jnow can begin over again, sound u>ut sentiment, and determine just •how far they may go. Will Start Bill Draft After hearing today those protesting against large naval expenditures, the committee will begin to draft a billinquiry developed today that this measure, when it comes out, will not follow exactly the proposals for a reduction, suggested by President Coolidge. The President is willing to let everything but the twentyfive new cruisers go, if Congress .cannot accept the whole program. The committee is expected to .adopt a program including fifteen cruisers, possibly two aircraft carriers and one destroyer leader, the latter for experimental purposes. •The United States has no destroyer leaders. Fifteen cruisers would bring the (Navy’s cruiser tonnage up to the J 300,000 tons which t’-? United States proposed as a limit at the unsuccessful Geneva conference. The program probably will include no submarines. Cost Near §400,000.000 . The cost of twenty-five cruisers, asked by Coolidge. would be approximately $400,000,000. The program here outlined, including additional personnel and airplanes necessary for the carriers and cruisers, would probably reach this figure. The original program submitted by Secretary of Navy Wilbur called for twenty-five cruisers, thirty-two submarines, nine destroyer leaders and five aircraft carriers. The Influence of the protests against the Navy program is seen in the announcement of Representative Britten (Republican). Illinois, big Navy champion in the House, that he would drop his insistence for a definite five-year program. He criticised those who protested against the program as “professional as well as misguided pacifists,” in a statement issued after a conference with President Coolidge. POVERTY CAUSES IN ASIA AND EUROPE DEFINED 3M. E. Official, Speaking Here Assigns It to Economic Slavery. Economic slavery is in the main responsible for the poverty-stricken condition of the lower classes, European and Asiatic, Dr. R. E. Diffendorfer, national secretary of the board of foreign missions of the Methodist Episcopal church, declared Tuesday evening at the annual missionary dinner for men of the Indianapolis district in the Central Avenue M. E. church. About 250 men attended. Excellent progress is being made by missionaries and they are extremely worthy of continued support. ‘ Business men damn the missionaries because they help those from whom they are trying to wrest control of natural resources.” Dr. Diffendorfer made a talk before the Women’s Foreign Missionary Society, Central Avenue M. E. church luncheon at the Lincoln Tuesday.
