ORDER BOOSTED FOBJOf SUBS Britain Places Contracts for 4 Undersea Vessels. By United Press LONDON, Feb. 9.—Great Britain placed contracts today for four more of a total of seventeen submarines to be laid down by 1930. Award of the contracts came only a few days after a suggestion by Frank B. Kellogg, United States Secretary of State, that the submarine be abolished. Great Britain was known to be favorable to Kellogg's proposal, but France and other continental nations ridiculed it, and Britain’s order might be interpreted as an answer to them. The submarines are of the O class, of which one—Oberon—already has been completed. The Oberon has a standard displacement of 1,346 tons, and is understood to carry one 4-inch gun. Two such submarines are being built for the Australian navy. The seventeen submarines to be completed by 1930 are in addition. Fortvillc Motorist Killed SCOTTSBURG, Ind., Feb. 9.—H. L.
