GUARDING POLLS WILL BE NEXT NICARAGUAN JOB Liberals Become Pro-U. S. Party, Fighting for Free Election. BV MAX STERN Staff Correspondent, Scrlpps-lloward Newspapers MANAGUA, Nicaragua, Feb. I. After chasing to cover Sandino and his rebel band, Uncle Sam awaits an even more thankless task in Nicaragua. This is to referee the election contest next October between two parties whose leaders and retainers hate each other with a transcendent hate bred of centuries of clan warfare steeped in the blood of the country’s best families. Brig. Gen. Frank McCoy is here, on President Coolidge’s nomination, to supervise the polls and force a fair election at the point of the marines’ bayonets. Since his arrival a significant change has come over the country's attitude toward American intervention. Today it is the liberals, instead of the conservatives, who are supporting McCoy and fighting for the McCoy election law in Congress. This law provides that one conservative, one liberal and one marine shall be the judges at each of the 250 polling places, the American having the deciding vote in case of a contest. The bill has passed the Senate, but the conservatives, controlled by Gen. Emiliano Chamorro, by a vote og 24 to 14, defeated it in the House. The people see in an American controlled, free election their only hope of victory. They are forgetting many grievances against America in an apparently sincere cooperation. The liberals might even be called the pro-American party. They claim at least a 60 per cent majority. This claim is borne out by the result of the marine supervised city elections here in November when Managua, Corino, Leon and other cities returned liberal mayors by big majorities.
