BY RUTH FINNEY Ei/United Press WASHINGTON, Dec. 9.—'The' United States spent just $240,000 so far in recovering the quarter ol a million dollars involved in the naval Oil reserve scandals. About $150,000 more will be needed to complete the wosJc, Government counsel estimate. For three years’ work on these cases, Special Counsel Owen J. Rob-. erts and Atlee Pomerene have received about SIO,OOO each. This is in marked contrast to the fees,.ranging more than a hundred thousand dollars, reported to have been paid defense attorneys. Pay Own Expenses Pomerene and Roberts have each been given $65,000 by the Government, but have expended about $55,000 of this on expenses. Both have used men from their own offices to assist them in the oil cases, and have paid their salaries out of this sum. Neither Pomerene nor Roberts has charged the Government for hotel bills, meals, taxi fares or other expenses incurred in prosecuting the cases, although these have frequently required them to remain for as much as a month in varicus cities away from home* The offly personal expenses they charged to the Government were .railroad and Pullman fares. Much Went to Franco The Government money went to pay mileage and witness fees, copies of testimony, office rent, printing, telegraph bills and expenses of men in France attempting to locate the missing witnesses, Blackmer and CMteil. Since the deficiency bill failed last spring, leaving oil counsel without funds tor carrying on the work, they have been running on credit, and paying bill which could not be charged out of their own pockets. The additional $150,000 needed is contained in the first deficiency appropriation bill already laid before the Houe of Representatives.
BRANDS TAX BOARD POLITICAL EXPEDIENT Attorney in Suit at South Bend Flays State Body. Eli *United Press SOUTH BEND, Ind., Dec. 9.—The Indiana, State,, tax board today was branded as a political expedient, and a “big stick’’ in the hands of the State administration by Walter A. Arnold, head of the legal staff, which is attacking constitutionality qf the board in a suit before Judge Qrlo Deahl, in Superior Court here. . The suit is based on allegations that the board assumes dictatorial powers interfering in municipal finances. It produces a situation akin to that which caused the Revolutionary War in 1775, Arnold said. "The unrestricted powers of the board can destroy the finances of a municipality to further political plans,’’ he said. Attorney General Aithur Gilliom was to present the State’s side of the argument late today. HOME BUILDERS ELECT Fred L. Palmer Is New President of Association. Fred L. Palmer was elected president of the Indianapolis Home Builders’ Association at the Athenaeum, Wednesday night. Other officers elected were: William L. Rice, vice president; J. L. Holloway, secretary, and Walter C. Kelly, treasurer. C. M. Williams, president of Nordyke & Marmon Cos., will speak to association members Wednesday night when a dinner will be given at the Athenaeum. His subject will be “The Business Outlook for 1928.” X.

Bu United Pres EURfiKA, Kan., Dec. 9.—Testimony tending to prove the insanity of Ivan Hart, who related on the witness stand Thursday how he had hilled his bride of three weeks because she was an expectant mother, was to be presented in Hart’s trial for murder today. Hart has contended he killed his 28-year-old wife “because she wanted me to.” He said she wanted death rather than motherhood. Even before they were married, he said, she had made him promise he would kill her to prevent childbirth. 2 CHILDREN DIE IN FIRE Brother and Sister Are Overcome Fleeing Burning House. The children were sleeping upstairs when awakened by smoke. Tottering down the smoke filled steps, they were overcome and burned to death. RECEIVER CHECKS WILD MORTGAGES IN FLORIDA Lowther anS Attorney Ross Will Leave for Miami Tonight. Check of mortgages held by.the defunct J. F. Wild and Company State bank in Miami, Fla., will be ade by Richard Lowther, a receiver, and Frank B. Ross, attorney for the receivers. will leave for Florida tonight. The bank held mortgages on about $2,000,000 worth of real estate there, on which $1,800,000 worth of mortgage certificates have been issued. On the remainder the bank has not issued certificates, Ross said. Foreclosure on delinquent mortgages will be started. Ross said.

Emmelman, works board clerk, Republican, is expected Dec. 15 when the new board takes office. It is understood the new board, headed by Oren S. Hack, a Democrat, will ask that a Democrat be given the post. Emmelman has served as clerk for two years. He is secretary of the Marion County and city Republican committees. Walter Barney, bookkeeper in the city controller’s office probably will be replaced by a Democrat Jan. 1, it was indicated today at city hall. Barney has held the post two years. His salary is $2,400 a year. County Treasurer Edward A. Ramsay thwarted a move to appoint Barney Kelly, of the Real Silk Hosiery Mills, a Democrat, as license clerk. Ramsay personally went on Rhodes SIO,OOO bond.
