ble moment, and secondly for the rushing of military and other missions to whatever frontier point on which war may be imminent. It was originally intended that the Geneva aerodrome at Cointrin might be enlarged and utilized for this purpose. In the league’s specifications, provision was made-that the port must always be open for the arrival and departure of airplanes under any and all circumstances. This means that the aerodrome must be at the league’s disposition in war time as well as peace, and immediately the question of whether this might result in a violation of Switzerland’s neutrality was involved. It was regarded as conceivable that certain nations in war might insist that the free access to their territory of airplanes from a Swiss aerial port constituted a violation of Swiss neutrality. Up to the present time the question has not been passed upon by the Swiss Federal CouncilIn the event the latter should decide that it could not offer hos-

pitality to a League of Nations airport for use -in war times without risking Switzerland’s neutrality, it is understood that the question will quickly be solved by France which will place the necessary ground at the league’s disposition. It is a reversal of the old policy of raising fares to meet declining profits. The basic fare in the East Bay cities was 7 cents. The company, claiming losses of $1,000,000 a year, demanded a 10-cent fare. The commission countered with the order to reduce fare to 5 cents in the congesteckzone; establish a 5-cent fare over the entire lines in non-peak hours between 9 and 4:30; sell weekly transferrable passes for one dollar, and make distinct improvements in speed and service.
