Voters Urged to Study Government ‘Mechanics’

Few Realize Importance of Precinct Officials, Says . Insley. ' Too many persons who otherwise are good citizens do not know enough about the mechanics of their government to intelligently participate in it, declared W. H. Insley, manufacturer, and leader in the city manager "movement, said today, “It would be difficult to get together a group more representative of that large body of people which is concerned lor good government than the group of 160 delegates from the civic organizations of Indianapolis which met at the Lincoln Hotel on Nov. 3 to formulate recommendations to the city council, which was about to elect a mayor in succession to Mr. Duvall. During an interval at this meeting, a show of hands was asked on the question, “Who is ~ypur precinct committeeman?” Those who did not know were asked to hold up their left hands, and fully 75 per cent of the hands went up. Lack Information “I speak of this incident to point the statement that one of the great difficulties in which we find ourselves politically, is a lack of information on the mechanics of government on the part of welldisposed, straightforward citizens. “A negligible percentage of this class knows, for instance, that precinct committeemen are elected at the primary in May, or that these committeemen elect the city and county chairmen of > their respective political parties, as well as appoint the election boards which , receive and count their ballots, and thus are the authority from which the whole political machinery is set up. “It has been stated that not 20 per cent of those who vote at a primary election take the time to, vote for precinct committeemen; which means that the whole machinery of government is abandoned to those who are wide awake to control it as an item of personal property, multiplied examples of which have been uncovered in our city and county in recent months.
