WALSH TO ASK CONGRESS FOR UTILITIES QUIZ Sinister Link Seen Between Major Corporations and Legislation. BY HUNT CLEMENT, JR. United Frees Staff Correspondent WASHINGTON, Nov. 18.—Senate authority for investigation of public utilities corporations will be asked as soon as Congress convenes, Senator Walsh, Democrat. Montana, said today. Walsh, leader of the Teapot Dome investigation, said he expected adoption of his resolution and the start, soon after Christmas, of an inquiry which, in effect, would seek to determine if there is connection between great power company mergers and large sums of money contributed by utility officials to political campaign funds. On the face of It, the resolution proposes to seek a remedy for unhealthy conditions within the industry. See Relation to Legislation However, evidence gathered by the Reed senate Investigating committee, showing power company expenditures in behalf of political candidates, suggests to some Congressmen that the Walsh investigation soon will narrow down to a study of utilities in their relation to legislation, National and State. Pointing out that the public utilities industry has increased its sales 300 per cent and its development of power 450 per cent since 1914, Walsh says, "Instinctively, the American people view with alarm any such development."They are prone to believe that concentration of wealth means concentration of political power. They associate transactions such as the widespread merger of utilities corporations with attempts at monopoly. “In the last three years public utilities have put out new securities totaling anywhere from a billion and a half to twe billion dollars more than the new chpital put into additions and extensions. Exactions Are Assumed “The conclusion is inescapable that \no small part of the vast aggregate is pure water or thin air, which the public has been led to , accept on no better basis than earning power, which means that unwarrantable exactions have been capitalized. "However, it is asserted that such conclusion is impossible, seeing that rates for power and light now are regulated and controlled by commissions or boards in all but twelve States. “It is in this connection that the revelations of the Reed committee of the contributions of mammoth sums by officials of public utility corporations for campaign purposes assumed a most seriously sinister significance.”
LAW FOR CONDEMNING FIRE HAZARDS TESTED Woman Appeals Order for Destruction of Property, Constitutionality oT the law which permits the State fire marshal to condemn property without first taking the matter to court will be attacked in a case filed Thursday in the Supreme Court. The case is that of Mrs. Jessie Sirk Ostler and Ruby Propps against State Fire Marshal Alfred Hogston and the Lafayette Box Board and Paper Company. It was appealed from the Lafayette Superior Court. Hogston ordered a residence belonging to the appellants at Lafayette torn down as a fire hazard, upon complaint of the Box company. The case was taken to Superior Court, where Hogston was upheld. The appellants’ brief says such orders result in the taking of property without due process. FURNITURE FIRM BUYS STATE FOREST ROLES First of a series of carloads of poles was delivered to the Old Hickory Furniture Cos. this week by the State Conservation Department, forestry division. The department is attempting to combine practical forestry with Scientific research to make the State forest pay dividends, Director Richard Lieber said today. Arrangements have been made whereby the small poles thinned from the second growth stands at the 4,500-acre State Forest in Clark county, will be sold. The reforestation program fostered by the department is a partial attempt to make Indiana raise its own lumber, Lieber said. He pointed out that $32,000,000 worht of lumber is imported annually. FEAR CANTON TROUBLE Troops Returning to City After Laborite Coup. Bv United Press HONGKONG, China, Nov. 18.— Reports from Canton said today that although the Laborites were in control of the city following their coup, further trouble was expected soon because General Li Chal-Sum’s troops were returning from north of the river. The reports stated that early details of the Laborite coup were exaggerated, and that there was more disarming than actual fighting and that the casualties would not exceed 200.
