Bu United Press MEXICO City, Nov. 18.—American oil interests won a signal victory when the Supreme Court enjoined the Mexican government from enforcing a section of the oil and land laws against the Mexican Petroleum Company. ASK PROSE OF USEOFDRUGS Hospital-Prison for Addicts Is Suggested. By Times Special WASHINGTON, Nov. 18.—A congressional investigation to ascertain the extent of narcotic addiction in the United States and to devise improved methods for combating the drug evil will be sought next month by Representative Clyde Kelly, at Pennsylvania. Kelly will confer soon with the Rev. Albert Sidney Gregg, of Cleveland, superintendent of the American Civil Reform Union, who is advocating anew federal prison to be used solely as a sanitarium for drug addicts. The National Narcotic conference adopted a resolution urging such

a prison following an address by Mr. Gregg. He requested Kelly to Introduce a bill providing for its construction. Kelly has not reached a conclusion as to whether construction of such a prison will afford the best means of combatting the evil. “The drug situation is a real menace to the country and I believe immediate congressional action is necessary to cope with it,” Kelly said.
DELEGATES LIKE CITY Convention Visitors Stay Here Longer. Delegates to conventions Jn Indianapolis are making their visits longer than in past years, Henry T. Davis, Indianapolis Convention Bureau director, reported to the bureau executive committee. Average stay of delegates in 1927 was three and a half days as compared with only two days in 1924 and 1925, Davis said. He reported 100,000 registered delegates will have visited the city by the close of the year.
In addition many delegates were accompanied by wives and friends. Other important events of a nonconvention character, Including the State fair, Home Complete Exposition, State basketball tourney and automobile show, are not Included in the figures.
