BEER RECIPES PUBLISHED AS OFFICIAL DATA Best Seller List Includes Dry Reports; Congress Called Violator. BY RAY TUCKER WASHINGTON, Nov. 4.—With the tacit consent of Attorney General Sargent and other Federal enforcement officials, many members of Congress, including ardent prohibitionists, are violating the spirit of the Volstead act by distributing recipes for manufacture of intoxicating beverages, it was learned today. The legislative branch of the Government, as well as the funds and employes of several departments, are helping to flout a law which other departments are trying to enforce at an annual cost of more than $25,000,000. Sargent Avoids Answer Attorney General Sargent figures in this peculiar picture because he failed to act when former Representative Hill of Maryland asked if it would be illegal to read George Washington’s famous beer recipe at a dinner here two years ago. Preferring to avoid controversy, Sargeant made no answer and the Baltimorean then told how Washington brewed beer at Mt. Vernon. Emboldened by Hill’s success, Representative Celler of New York read the same recipe to the House, and had his speech printed in pamphlet form. When the public learned it could be obtained merely by writing Celler, he was flooded with requests for his “beer speech.” He has distributed 35,000 copies, and expects to order more to supply an increasing demand. Many dry Congressmen, revealing they care more for pleasing their constituents than upholding the prohibition law, have obtained copies, and aided in their distribution. Tells How to Distill Representative Hull of Illinois, former distiller, had the same experience. He describes means of making rye, bourbon and brandy before the House Ways and Means Committee, and his office has been besieged with requests for the speech during the summer. More than 10,000 copies have been sent out, and Hull also expects to order more printings. His speech was declared o. k. by the Anti-Saloon League before it was delivered. Dry spokesmen never dreamed it would be used in kitchens as well as in Congress. Many Calls Received But the best example of . how the Government conspires to defeat enforcement of the law is in the distribution of the 1924 agricultural year book. During the summer it was discovered that this contains excellent recipes for making wine, and ever since it has been one of 1927’s best sellers. „ Bulletin No. 1075 of the Department of Agriculture, a current document, contains a recipe for making grapejuice. Wine experts say that all one has to do is let the grapejuice ferment and it will turn into a 15 per cent wine of delicious flavor. All these Government-sponsored i activities are declared by legal experts to be in clear violation of the Volstead act. DELAY TRIAL OF JUROR Clande Achey Appeals From Fine on Drunk Charge. Trial of Claude Achey, former Marion County grand juror, charged With drunkenness, was indefinitely postponed in Criminal Court Thursday afternoon. Achey was fined $25 and costs in municipal court Sept 2, after his arrest by Sergt. Ralph Dean. -He appealed. SHRINERS FORM CLUB New Group Will Hold Luncheon Each Thursday. Steps toward organization of a Shrine luncheon club were taken at a meeting Thursday of 300 Shriners at Murat Temple. A nominating committee will be named by William H. Bockstahler, acting potentate, to select candidates for officers who will be elected next week. The luncheon club will be known as the Shrine. Caravan Club and will meet each Thursday.
