11. S. BUSINESS LEADERS SEEK RUSSIAN TRADE Apparently Think Soviet Is Here to Stay; Capital Is Inverted. This is the second of a series by Jerome Davis, member of the faculty of the Yale University Divinity School, who has spent the summer investigating conditions! in Soviet Russia for The Timas and “'EA Service. , BY JEROME DAVIS Member of the Faculty of Yale University Divinity School. (Written Especially for The Indianapolis Times and NEA Service) One naturally might suppose that in a land of “flaming communism” which shelters the headquarters of the Communist Internationale and whose government still awaits recognition by the United Stated, one would find no American capital. Asa matter of fact, there are growing and friendly business relationships between the two countries. These are chiefly along three lines: The exchange of Russian and American goods, concessions taken out by Americans for the purpose of carrying on specific business enterprises in or for Russia and, finally, the purchase of certaip expert American technical help which the

Russian government is using in her own projects. The highest point in trade was reached in 1924-25 jvhen the United States sold $103,618,000 worth of goods to Russia and purchased nearly fifteen million more. In 192526 United States sales had fallen to $62,881,500, less than those of either Germany or England. A credit of three hundred million marks by Germany to Russia was partially responsible. Little more than two years ago American cncerns required cash down on all purchases to the Soviet Union. " Now many firm are extending credits up to two years. Ford Gets Business Ford has shipped over 20,000 tractors into the Soviet Union and refrom Russia. He has accepted several hundred Russians mechanics in his factory in order to better train them for expert repair work. He now is considering establishing an assembling plant in Russia and could probably secure his own terms. Outstanding among the concessions which have been granted is that of the Lena gold fields —a British-American concern. This gives the right to exploit three large mineral areas in eastern Siberia, in the Urals, and in the Ziryansk district. It also provides for the utilization of coal mines for necessary heat and power. The

life of the contract varies from thirty to fifty years. ' Harriman Has Concession The next largest consession is with Harriman and runs' for twenty years and covers the manganese deposits in the Caucasus. Harriman agrees to build railways and introduce other equipment valued at not less than $4,000,000. He has to pay $3 on each ton of ore mined during the first three years and $4 thereafter. He. furthermore guarantees to export at least 16,000,000 tons during the life of the contract. At present, according to Harriman engineers, the company is operating on a profitable basis. A. A. Heller of the International Acetyline Company is manufacturing oxygen, nitrogen, acetyline, steel barrows and fittings of all kinds. He already has two plants in operation and is making good profits, underselling the government and producing a better product. Some of the largest concerns in the United States now are negotiating for contracts running up into the hundreds of millions of dollars. At least one of these is likely to be definitely concluded in the fall. All of these Americans, regardless of their particular specialty, are apparently a unit in believing that the Russian government is here to stay, that it should be 'recognized, and that there are unlimited possibilities
