NAVY INQUIRY ON SLATE FOR NEXTCONCRESS MaGruder Article Is First Gun in Battle for Higher Efficiency. BY WILLIAM PHILIP SIMMS WEST CHESTER, Pa., Sept. 28. Not since 1916, when President Wilson laid down the dictum that the United States must have a navy second to none, has the sea-faring branch of our national defense come in for the congressional attention it Will receive this fall. Not only does Representative Thomas S. Butler, chairman of the House Naval Affairs Committee, intend to have a look into the charges of extravagance and mismanagement just made by Rear Admiral Thomas P. Magruder, but he intends to inquire into the Geneva naval limitation fiasco as well. Such were the impressions carried away after a three-hour talk with Representative Butler at his home here today. Os Quaker stock though he is, the chairman of the House Naval Affairs Committee has been for many years one of the stoutest hattlers in Congress for an adequate navy and a constant defender of the interests of I the service, rank and file. Sees Changes Possible Now, foreseeing an unusual period of naval construction ahead, including, he believes, some twelve or fourteen cruisers of 10,000 tons each during the next five or six years—he likewise envisages some real economics in the naval administration, along with possible changes in the establishment itself. "Rear Admiral Magruder knows what he is talking about when he speaks of extravagance in our naval

administration,” said Chairman Butler. “I hope it will be possible to have him throw more light on the subject for us later on. ‘‘Beyond a doubt three navy yards are ample for our needs.on the Atlantic seaboard, the one at Norfolk, the one at New York and the other at Philadelphia, the latter to be used principally because of its fresh-water basin facilities. Island and Puget Sound. Hawaii should be made impregnable, of course. The other four yards on the Atlantic coast should have grease smeared on the machinery and closed, save for emergencies. ("The navy is also over-officered, quite as Rear Admiral Magruder says. But what is to be done about it I do not know. Back in 1922, after the Washington arms conference, President Harding sent for me and told me that we would have to cut down the number of naval officers. We had reduced the number of ships, he said, so we would have to reduce the officers. "I told him I did not believe I could get such a bill past my own committee. He Insisted, and I had him talk to my entire committee, which called on him at the White House. The bill got by the committee all right, but no further. I could not budge it. Representative Frank Mondell called on the President and then said to me, ‘the President says drop it.’ Waste in Navy “So there you are. I do not want to be caught like that again. The initiative must come from higherups. "Yes .there is waste in the navy, in all the departments. We are an extravagant people. But we waste more in the government that we do in private enterprises. “As to Geneva, I am not afraid of a war with Britain, her people and ours are of the same race and racial animosities are what make wars. “But I do know Britain is a wise nation. She knows about navies and if she says times are such that she needs a navy of such and such size, then we need a navy of similar size for ourselves.”
