COTTON SOURCE OF LOSS!‘TIPS’ PASSED AROUND Eastern Speculators Victims, Lacking Knowledge of Southern Crop. llil United Prfss NEW YORK, Sept, ZZ~- Cotton, the principal staple of the Stnftii, today was the source of financial losses ‘to many Eastern speculators whose knowledge of the plant itself is as inconsiderable as that of Broadway “Mammy” singers. For weeks the tip, “buy cotton,” has been circulated outside of the usual trading market. Clerks, salesmen, tradesmen have Invested surplus cash, purchasing as many bales as they could afford. The tip was sound. In the past four weeks cotton has advanced VA cents a pound to more than twice the levels of last winter. But because an economist employed by the Department of Agriculture in Washington guessed that cotton prices would decline, recent profits were wiped out in many cases, the potential value of the southern crop was reduced some $80,000,000 and traders on the New York and New Orleans markets Indulged in a hectic stampede. With yesterday’s session now history, leaders of the cotton exchange were wondering today whether the Government should assume the function of predicting price changes. Samuel T. Hubbard, Jr., president of the local exchange, telegraphed Secretary Jardine of the department of agriculture a.ud asked an explanation. Hundreds of buying orders were on hand when the report reached the trading floors.
LAW OFFICERS WILL ASSEMBLE Gilliom’s Parley Invitations Are Accepted. Prosecutors throughout the State are pouring letters of acceptance into the office of Attorney General Arthur L. Gilliom for the law enforcement conference called by him for Sept. 24. In most instances they report that the county sheriff and chiefs of police of the leading towns and cities of the county also will attend. Federal cooperation has been pledged. United States District Attorney Albert J. Ward and George Winkler, chief district prohibition enforcement officer, will speak. A considerable part of the time / will be devoted to outlining a definite program for prohibition enforcement and untangling the difficulties arising from the recent decision of the Supreme Court regarding issuance of search warrants on belief. The court ruled that knowledge must be had before the warrant can be issued and definite information must be given the officer in charge of issuance. Letters of acceptance have been received from prosecutors at Lebanon, Vincennes, _ Logansport, Kokomo, Greensburg, Noblesville, Rushville, Richmond, Huntington, Lawrenceburg and Grefcnfleld.
GRAND JURY REPORTS Federal Body Returns 48 True Bills. The Federal grand jury returned forty-eight true in a partial report this afternoon. Fifty-eight persons were charged with law violations, in connection with Evansville, Terre Haute and New Albany cases. They will be arraigned here Sept. 24, so Judge Robert C. Baltzell may try Terre Haute district persons who plead not guilty Oct. 3; Evansville district persons, Oct. 10, and jfew Albany district, Oct. 17. CHARGE PASTOR WITH KIDNAPING SUCESSOR / : Reported He Said, “No Man Will Live to Take My Place.” lly United Press COLUMBUS, Ga., Sept. 16.—The Rev. A. V. Noble, former pastor of the Columbus Methodist Episcopal Church, North, was under arrest here today, charged with kidnaping his successor, the Rev. Willis T. Jordan, formerly a Wisconsin minister. Jordan disappeared Wednesday night. He was last seen by his wife sauntering down the street with two men she did not recognize. Noble was arrested on information supplied by the Rev. O. B. Netherland, retired, also a member of the Methodist church. He told police he had heard Noble say, “No man will live to take my place.” CHICAGQ BEATS PARIS Fannie Brice Proves Home Divorce Courts Are Fastest. By United Press NEW YORK. Sept. 16.-Fanny Brice, minus a husband through the quick work of the Chicago courts, has arrived on Broadway with a ready philosophy of marriage and divorce. Referring to the dispatch with which the ties that bound her to Jules “Nicky” Arnstein were broken, the actress said; “Why go to Paris? You can get a divorce more quickly and easily in Chicago.” She plans to sue an unnamed New York society woman for $250,000, she laid, alleging alienation of affections.

Orders No Stone to Be Left Unturned to Help Mother Identify Infant. By United Press CLEVELAND, Sept. 17.—Common Pleas Judge Carl V. Weygandt stepped down from his bench Friday personally to interview a mother who is doubtful of the Identity of a baby hospital officials say is hers. In laying aside his duties as a * rlst for the day, Judge Weygandt said he would leave no stone unturned in arriving at a solution of the case. His reiterated previous statements that he meant to re ; check the hospital records and informally question nurses and physicians at the hospital. May Make Blood Test ' Mrs. Sam Smith has questioned whether a baby girl said to be hers by nurses at the Maternity hospital, is the child that was born to her three weeks ago. Mrs. Smith believes , she is the mother of a baby boy and states that a physician told her at its birth her child was a boy. In his effort to get at the facts of the case, Judge Weygandt late Thursday appointed a committee of four blood specialists to determine whether a blood test would be feasible in determining the baby’s maternity. “If these physicians say a blood test will help, we ean have them go ahead with the test and perhaps it may be possible to accept their verdict and reach an agreement,” I Judge Weygant said. Nurse Doesn’t Remember Judge Weygandt also announced he will appoint a physician to examines the physical characteristics of Mr. and Mrs. Smith and the disputed baby in an effort to discover some physical resemblance which may aid in solving the case. A nurse who was present at the birth of the baby said in Detroit Thursday she did not remember the sex of the child, but that Mrs. Smith had admitted to her that "the girl was her baby.” A companion nurse had testified in' court previously that she had bathed the Smith baby for eight days before she discovered its sex.
MW ML ' BE WITNESS Ex-Governor to Be Called in Jackson Trial. Former Governor Warren T. McCray will be the State’s chief witness in the trial of Governor Ed Jackson, Republican County Chairman George V. Coffin and Robert I. Marsh, former law partner of Jackson for alleged conspiracy to commit a felony, it was announced definitely today. A member of the prosecuting staff that aided the county grand jury .in preparing the indictment, returned last Friday against the men, declared McCray will be called. McCray’s name Is carried on the indictment under the heading “State’s witnesses.” It was reported earlier today that the State had taken a deposition from the former Governor in the matter before he left Atlanta prison, where he served one-third of a tenyear Federal term for using the mails in a scheme to defraud. Special Prosecutor John W. Holtzman dispelled this when he said he had taken McCray’s disposition in a legal matter before Jasper County courts. The three men are alleged to offered McCray SIO,OOO and a promise of no conviction in Indiana courts if he would appoint James E. McDonald prosecuting attorney to succeed McCray's son-in-law, William P. Evans, who resigned.
W. MICHIGAN SEWER CONTRACT AWARDED Sheehan Construction Gets Work on Low Bid. The Sheehan Construction Company today was awarded a $129,832 cofitract to build the W. Michigan St. sewer. The sewer will serve the district roughly bounded by Michigan and TANARUS" ith Sts., Exeter Ave. and Little Eagle Creek. The works board let the contract to Sheehan, low bidder, on recommendation of City Engineer Paul R. Blown. Sheehan bid $6.99 a lineal foot, while the J, H. King & Cos. bid $7.02. Virgil Vandagrifft, board president, said the contract was let after the sanitary board promised to build an extension of the Jackson St. interceptor to join the proposed drain.
URGES COPS’ FINES GO INTO PENSION FUND Councilman Has New Plan of Punishing for Misdemeanors. Councilman Austin H. Todd today suggested to safety board members anew plan for fining policemen and firemen for misdemeanors. Todd said he believed it would be beneficial to permit policemen to work, instead of being suspended on conviction of drunkenness and other charges, and turn the salary over to the police and pension fund. ulider the present plan officers are suspended and fined their salary. CAPTAIN HAWK G. A. RREADER Westerner Elected Commander bV Aging Veterans. 'By United Press S GRAND RAPIDS, Mich., Sept. 17. —Elbridge L. Hawk of Sacramento, Cal., who fought through the entire Vicksburg campaign in the Civil War and was discharged with the rank of a captain, is the new com-mander-in-chief of what remains of the Grand Army of the Republic. His election came after a spirited struggle. Hawk is the first far Westerner to hold the command. He came close to election at two previous encampments, but was prevented from taking part on account of ill health. He is now fully recovered. The new commander enlisted April 22, 1861, as a private in the 18th Ohio Regiment. He re-enlisted in the same'regiment in September and later organized a company of the 114th Ohio. He rose from the ranks and at the close of the war was made a senior captain when detailed to assist in the demobilization of troops at New Orleans. t The sixty-first encampment closed Friday night. Next yfear’s reunion will be at Denver. * MILLER DEFIED BY SUCCESSOR Former School Head’s Choice for Inspector Loses. Defeat of any attempted dictation on the part of Charles F. Miller, Indianapolis school superintendent, of the policies of the State Superintendent's office under Roy P. Wisehart was seen in the outcome of the first State education board meeting attended by Wisehart yesterday. Going into executive session, the board approved Eugene Butler, Rushville, State high school inspector, and Don Hussey, Zionsville, as his assistant. This was the Wisehart sldte. Miller, who resigned the State superintendency to accept the Indianapolis position, cor.fe'jred with Wisehart before the meeting. He and State Superintendent Fred Gladden were said to have backed L. O. Slagle, Lebanon, for the position as assistant high school inspector, a $3,000 job. Gladden was Miller's choice as his successor, but Governor Jackson appointed Wisehart. A battle over today’s appointments loomed, but did not materalize. Slagle, who was at the Statehouse, was said to have State and district Republican support, while the county organization was for Hussey. Both men are residents of Boone County.

City Controller Claude F. Johnson today asked Police Chief Claflde M. Worley to order a drive on unlicensed dogs. He estimated there are several hundred unlicensed in the city. Wallace Weatlcerholt today assumed his duties as State securities commissioner, succeeding David Jennings, who resigned to become vice president of the Continental National Bank, Capt. H. Weir Cook, United States Air Service officer, Assigned to the Indiana National Guard, will talk on fliers and long flights at the Service Club luncheon Monday at the Lincoln.
