LEAGUE OPENS PARLEY;FACES BITTERJJEBATE Failure of Arms Conference Will’ Bring Censure to Larger Nations. By HENRY WOOD United Press Staff Correspondent GENEVA, Sept. s.—Disarmament, subject of two widely advertised conferences in Geneva during the last year, once more comes to the fore with convocation today of the eighth annual assembly of the League of Nations. The virtual checking of League of Nations hopes for disarmament with disagreement of the League’s preparatory disarmament commission, and complete collapse of the three power naval disarmament conference by President Coondge, has caused the League to be confronted with a serious crisis in one of the most fundamental matters for which it was created. Bitter Debate Forecast The situation is expected to arouse a bitter public discussion from the assembly’s tribune in which the larger nations that have been responsible to date for the failure of all efforts towards disarmament will come in for frank and open criticism by the smaller nations of the League. Germany and the other ex-enemy states, all of whom were disarmed under the peace treaties, but with the general stipulation that this was only a step towards general disarmament, will take the lead in declaring that the League has failed in its greatest mission. Prepare for Meeting It is expected that final directions will be given to the League’s preparatory disarmament commission which is now scheduled to meet again ontNov. 15. Disarmament, however, will be only one of about thirty questions on the agenda of the assembly this year, * Not the least interesting of the remainder is what the League is going to do about the Chinese representation on the council. Last year China was elected to a twoyear seat on the council. The withdrawal by the Pekin government of all its foreign representatives, owing to a lack of finances, has left this place vacant. Must Name New Members The assembly 'lso must elect three new council members to succeed San Salvador, Belgium and Czecho-Slovakia, who last year were elected for a period of one year
