JAPAN PLACES 1 BAN ON FLYING ABOVJEJORTS Amepcan World Airmen Not to Be Allowed to Pass Over Bonin Isles. By United Press WASHINGTON, Sept. 3.—American world fliers must not attempt to fly over the Bonin Islands, Japanese fortified territory, the Tokio foreign office informally has advised the American embassy at Tokio. This ban applies to all. foreign airplanes, the embassy was told. The Japanese government has not replied formally to the State Department request for permission for the American airmen, William 8. Brock and Edward F. Schlee, to land at Tokio, though it is assumed that such permission will be granted. The American backers of the airmen, who have offices in Tokio, are said to be conferring with the Tokio government regarding the fliers’ route while over Japanese territory. The request made did not include the Bonin Islands. Help in Persia Following rumors that the (round-the-world fliers might have delay and difficulty in complying with local regulations in Persia, as they had in Turkey, the State Department today instructed the American legation in Persia to assist them. The fliers apparently preferred hitherto to let the Waco Oil Com- . pany, with which Schlee is connected, handle arrangements in various countries. These private representatives of the fliers recently attempted to make arrangements with Japan, but were Informed they must make their request through the United States government. Must Act Through U. S. Following receipt of requests for landing privileges from the American aviators, Griffin and Henley from San Francisco last month, the Japanese government requested the State Department to inform American citizens that such requests could be considered only when re•eived through diplomatic channels. The State Department made such announcement Aug. 11, but the backers of Brock and Schlee failed to act upon that notice, it was said.

LOCAL STATIONS MAY LOSE OUT Programs Broadcast Thru World Forecast. By United Press WASHINGTON, Sept. 3.—Estimating that 90,000,000 people all over the world are radio listeners, Lawrence D. Batson, Commerce Department expert, predicted Friday “tuning in on the universe” will become more popular than getting local stations. “Radio programs,” he said, “have a striking similarity all over the world, and it is not without some basis of possibility that programs broadcast throughout the world may be expected to prove more popular than those of local origin.” Batson estimates that a billion people live within the world’s constant radio receptio About 200,000,000 receiving sets would be necessary to serve this population, compared with the 18,000,000 now in use In the world. Radio broadcasting, he said, has become as important abroad in international, national and family life as It is In the United States. People in many foreign countries, however, have to pay for their radio entertainment. Radio broadcasting corporations, who hold exclusive concessions, charge owners of radio sets a fee. REED AND AIDS READY TO SIFT BALLOJ FRAUD Democrats Have Faint Chance at Last to Get Senator in Pennsylvania. BY HERBERT LITTLE United Press Staff Correspondent WASHINGTON. Sept. 3.—Whether there will be a Democratic Pennsylvania Senator—a political rarity—probably will be determined by the result of the somewhat unofficial meeting of two Senate committees in Chicago Wednesday. If the meeting succeeds in finding a means to collect Pennsylvania’s Vare-Wilson senatorial election ballots of last November, then the Senate Privileges and Elections Committee will be able to conduct a full, authorized recount after the seventieth Congress meets in December. In this case, William B. Wilson, Secretary of Labor in the Wilson Cabinet and Democratic candidate in the election, will have a chance to be Senator, should the recount sustain his claim to a majority of the ballots. Would Eliminate Wilson If the meeting fails, some of the old ballots at least will be destroyed by Pennsylvania County officials In preparation for the State primary Sept. 20, and there will be no possibility of a full recount. This would kill Wilson’s chances. Only one Democratic Pennsylvania Senator ever has been elected, according to historians, and that was many years ago. Elimination of Wilson would not, however, affect the charges made by Senator James A. Reed’s special investigating committee after an Investigation of the expensive Republican primary campaign, that William S. Vare, Republican senatorelect, was not a fit person to be senator. It gerierally is believed here that Vare will be barred on this count, as Frank Smith of Illinois was last spring. Polls of the Senate before adjournment last March indicated a majority against Vare. Reed Calls Meeting The Chicago meeting was called by Senator Reed (Dem.), Missouri. Members of the priviliges and elections committee have been asked to meet with Reed’s committee. Senators King (Dem.),.Utah, and La Follette (Rep.), Wisconsin, of Reed’s committee, are expected to attend, and perhaps Senator McNary (Rep.), Oregon. Which members of the other committee will attend Is not known. It Is believed Reed or Senator Watson (Rep.), Indiana, will have a plan to unravel the complicated legal and legislative tangle. By, United Press WASHINGTON, Sept. 2.—Furthei material pro and con in the fight of the Baltimore & Ohio, New York Central & Nickel Plate to place seven of their officials on the Wheeling and Lake Erie directorate, was filed Fridty with the Interstate Commerce Commission. The Pittsburgh & West Virginia road and the Wabash—flghving the directorate proposal—filed briefs declaring it would violate the Transportation Act. The Nickel Plate & New York* Central, following the lead taken yesterday by a Baltimore & Ohio brief, argued that the move would be in keeping with the act’s provisions.
