ALUMNI TURN f AGAINST DRY GANGFACULTY Former Officers Say Enforcement Impossible and Urge Modification. tin United Press WASHINGTON, Sept. 2.—The strongest advocates of modification of the Volstead act at the next session of Congress will be some of the men who have tried to enforce It. At least a dozen former officials \>f the prohibition bureau have returned to private life avowed critics of existing conditions. Basing their statements on experience, these distinguished prohibition alumni maintain that the enforcement act must be changed and that the administration Is not trying seriously to enforce the law. Some urge modification of the Volstead act so as to permit a palatable beer, while others favor legislation of a tight wine. Reports reaching Washington Indicate some of the former dry executives may form an association to cooperate with existing agencies In seeking modification. Andrews Writing Book. Lincoln C. Andrews, former dry czar, is now putting his experiences into book form. It is understood he will make some rather frank disclosures of the impossibility of enforcing the present laws. ' Walton Greene, once chief of Investigators, has denounced conditions. So has Ira C. Reeves, former New Jersey administrator, charging that the government winked at violations by the politically and socially prominent. R. C. Harper, former administrator at Buffalo, left office with several parting shots for Treasury officials and the politico-drys. so did Emory R. Buckner, former New York City district attorney, who has openly stated that the Federal government is not making a serious attempt to enforce the law. Plan Active Fight Leaders of the congressional, wet bloc have compiled a record of the views of former prohibition officials. They intend to use this data in the coming fight for modification. With prohibition certain to be an issue In many State and district contests, the wets plan to make more noise at the next session than ever before. Ignoring the hope of leaders of both parties that prohibition should be a taboo subject on the eve of a presidential campaign, extremists on both sides are preparing for a running debate that may last from the opening to the closing day of the session.
