NAVAL OIL IS SEALED UP IN BIG RESERVES Fields Restored After Long Court Fight and Production Halted. Su United Press WASHINGTON, Sept. 2.—The naval oil reserves which are leased out by Albert B. Fall now have been practically sealed up and the millions of barrels of Navy fuel are being held in the ground against the day of need. v Control of these tremendous oil fields was restored to the Navy Department, effective Aug. 1, by executive orders of President Coolidge canceling the famous Harding order putting the Navy oil in the hands pf Fall then Secretary of Interior. The great California naval reserves have been restored outright to the Navy Department, Doheny’s Elk Hills lease having been canceled by the United States Supreme Court. Doheny made three small California leases with Fall about the same time as the big Elk Hills lease. Suit for recovery was brought by the Government on the ground of fraud. Closed Twenty-One Wells The Navy has closed all of the twenty-one producing wells bn the California reserves which once had en output of 1,500,000 barrels a year. The Teapot Dome reserve in Wyoming, leased to Sinclair, is now held by receivers pending the outcome of the Government’s suit to cancel the lea,se. The Government lost in the trial court, but won a reversal in the Appellate Court. Final decision will be made by the United Btatd Supreme Court. Meantime production has been

held down to about 900 barrels a day, the receivers taking the position that they should protect the interests of the Government by retaining as much oil as possible in the ground. Teapot Dome is estimated to hold between 25,000,000 and 30,000,000 barrels. Experts of the geological survey are making anew survey now and these figures may be revealed. Only Two Drilled Only two new wells have been drilled in Teapot Dome since the receivership went into effect March 13, 1924. Those were necessary to offset wells put down outside the reserve line by private companies. Before the receivers took charge, Sinclair had, under his lease, taken out oil valued at $2,200,000. The Government will be reimbursed if it wins its suit. The Navy has entrusted Its oil reserves to Rear Admiral Rousseau and Capt. H. A. Stuart is again ip active charge. He had charge of, the oil reserves under Josephus Daniels, who insisted upon keeping the oil in the ground when efforts were made to open up the reserves to private drilling. He was taken off of the assignment when Rear Admiral Robinson came in and supported the Fall leasing policy. Plan Philadelphia Terminal By Times Special PHILADELPHIA, Pa., Sept. 2.
