FREE POSTAGE MAIL EXPENSE IS $7J82,994 Uncle Sam Foots Big Bill for Handling Franked and Penalty Letters. Times Washinnton Bureau. /J 22 .Veto York Avenue WASHINGTON, Sept. 2.—Handling of free postage mail cost the Government $7,182,994 in the fiscal year of 1926, according to figures just compiled at the Postoffice Department. This free mail is divided into three classes: Franked mail, which carries the signature of Congressmen, and Which cost $544,694. Penalty mail, which carries the signature of Government departments and individuals entitled to use it by law, and which cost $6,576,257. Mail for the blind, which travels free through the mails under a special privilege and which cost $62,042. The number of pieces of franked mail sent through the mails was 66,584,350. The number of pieces of penalty mail was 455,104.444. The franked mail consists of letters by congressmen, speeches, copies of the congressional record, bulletins In wrappers and such things. The penalty mail consists of letters from the various government departments and bureaus, bulletins and such things. If the government dispatched penalty mail on the same basis that is handled paid mail, it would not only save the expense of $6,500,000, but receive revenue of $14,021,932. While no figure has been approximately compiled on franked mail, officials estimate It would bring in approximately $2,000,000.
