DECLARES LESS ABLEELECTED Oswald Ryari Speaks to Rush Teachers. By United Press RUSHVILLE, Ind., Aug. 26. American voters constantly disregard ability as a qualification for public office and elect second-best men, Oswald Ryan, Anderson lawyer, declared here Thursday in addressing the Rush County Teachers’ Institute. “That is why so few men of highest ability find their way into the public service,” Ryan continued. “As Meredith Nicholson has said, most men would rather be president of the Pennsylvania Railroad than President of the United States. A recent instance from the political history of our own State illustrates our contemptuous attitude toward first-rate ability and training.” Declaring that the last seventeen years presented problems calling for the highest order of statesmanship, Ryan asserted: “Yet during these same seventeen years the people of Indiana barred from public service and forcibly kept in private life the most statesmanlike mind this State has produced in two generations.” PYTHIANS WILL MEET Knights of Lodge No. 56 to Give Work Thursday. The Indianapolis lodge No. 56, Knights of Pythias, will meet for third degree work at 8 p. m. Thursday, at 119 E. Ohio St., Arthur Marsh, chapter commander, has announced. ' Carmel Mail Carrier Needed Application for examination to fill the post of rural carrier at Carmel, will be received up to Sept. 14, according to Henry M. Trimpe, United States Civil Service Board secretary.
