U. S. AIR CHIEF WILL NOT BAN OCEAN RACES MacCracken Frowns on Competitions and Promises Strict Regulation. By THOMAS L. STOKES United Press Staff Correspondent (Copyright. 1927, United Press) WASHINGTON, Aug. 23.—Assistant Secretary of Commerce William P. MacCracken Jr., the Government’s supervisor of Commercial aviation, personally opposes, in general principle, prize flights across the ocean. But if another flight to Hawaii, similar to the Dole “Derby,” were organized tomorrow, he would not try to stop it. He would merely regulate it. He would be more cautious in the inspection of aircraft attempting it. Wouldn’t Ban Flight He would not prohibit a “reasonable and practicable” prize flight. And he considers the Hawaiian hop a “reasonable and practicable” venture because it has been accomplished successfully four times. Thus MacCracken summed up today, in an exclusive United Press interview, his views of the controversy that has arisen since the seven Dole aviators dropped beyond knowledge of the world. MacCracken does not intend to ask Congress to enact a law to prohibit such flights, as some have advocated. He has no power to stop transoceanic flifehts under the present law, which does not require licensing of planes in “foreign” commerce. The Hawaiian flight, however, was to ah American insular possession, and, therefore, the planes entering it were inspected according to law. MacCracken advocated licensing of planes in foreign as well as domestic commerce, but Congress did not follow this suggestion. If the law is so amended, planes making trans-oceanic flights would have to be licensed. It happened that all planes making the recent European fights were licensed. Hurts Commercial Flying The air commerce head made these further observations: 1. Pioneering in aviation should be left to the Army, Navy or wellfinanced private venture* in which plenty of time is allowed for careful preparations, as in the trans-At-lantic flights. 2. Aviation pioneering necessarily brings more casualties than commercial flying. 3. Pioneer failures should not be “chalked up” against commercial aviation.
CHILD STRUCK; MAY DIE Juanita Miller in Critical Condition at Hospital. Juanita Miller, 5, of 2017 Brookside Ave., is in a critical condition in city hospital today. She was struck by an auto driven by Clinton Cartwell, 942 Highland Ave., in front of her home. Witnesses told Motor Policemen Banks and Miller that the child had run into the path of Cartwell’s machine from behind several parked autos. She is suffering from concussion of the brain and possible internal injuries. Edna Carroll, 20, of 1932 Hillside Ave., was cut on the head and face Monday night when the auto in which she was riding collided with another driven by Floyd Krieg, 3505 N. September 2 1927. receive sailed bids at the office of the Board of School Commissioners, 150 N Meridian St., Indianapolis, Indiana, for sale to the Board of one hundred sixtyeight (168i medium adjustable desks and twenty-four 1 24 > medium adjustable rears. Bidder to quote price delivered to school .uilldlngs or school shops as directed, also to bid price iiv-.i.alled where forty (40) or more arc installed In one building. Specification j: All scats ai.d desks to be of standard make. Must be warranted to be of thoroughly seasoned lumber sound and perfect. All iron and steel must be free of defects and roughness. Bidder must state and submit samples of method of attaching wood to castings and the details of the hinge. Bidder shall also specify finish. Varnish or lacquer shall be of highest grade, moisture and ink acid proof and such that it will not stick to the cloth*n. Bldder must state name of manufacturer and location of factory of material upon which he Is bidding. Bidder must show method of adjustment and mechanism necessary to make successful adjustments. The ordinary commercial discount of 2 per cent will he deducted for .cash payment within fifteen days following date of delivery of goods and performance of contract, unless otherwise provided In vour bid.
