SMUGGLING OF ALIENS ACROSS LINEJEDUCED Congressman Study Administration of Laws at Border Points. Bn Timei Special WASHINGTON, Aug. 19.—Smuggling of aliens across both the Canadian and Mexican borders has been reduced at least 85 per cent since the establishment of an organized border patrol, Assistant Secretary of Labor Robe Carl White announced today. White has just returned after a six weeks* inspection trip of every important immigration station on both borders made by a special congressional committee with a view of deciding whether the immigration, customs and othre Government forces operating should be consolidated, as proposed by the Hudson bill introduced at the last session of Congress. White declared that smuggling in of Chinese by airplanes, which until recently has been the greatest problem the Government force has had to contend with, has been completely checked by several arrests of pilots in California. The secretary, however, declined to comment on whether he believed Congress will be urged to consolidate the border units next session. "None of the Congresmen making the trip expressed their views on this question,’’ White said. The Congressmen were Milton Shreve of Pennsylvania, Anthony J. Griffin of New York, and William B. Oliver of Alabama. Congressman Oliver has left San Antonio for Mexico City for a spe cial study of Mexican immigration conditions; Shreve has returned to California for further study there and Griffin has gone to New Orleans to inspect conditions. Berlin Plans Big Exposition By Times Special BERLIN, Aug. 19.—Tentative agreement to hold an international building exhibition here at a cost of more than $10,000,000 has been reached. ALL AIRPLANES CARRYCLOCKS Timing Must Be Accurate in At Work. PHILADELPHIA, Aug. 19. Clocks are almost as necessary as modern airplanes. Time schedules of the air mall planes are kept with a regularity second only to those of transcontinental railroad trains, according to Warner S. Hays, secretary of the Clock Manufacturers Association of America. "The great beacon lights that stud the national air routes have become so familiar to the regular air mail pilots that they are given names corresponding to the plane is due over them,” said Hays. "The beacon light at Maywood field in Chicago is named ‘Old 7:41’ by the pilots on the St. Louis to Chicago route, Lindbergh's old route, because their planes are due above it at that time in ths evening. “All modem airplanes have equipped with clocks, not only to enable the fliers to be on time, but also as a safety measure. The emergency gasoline tank holds enough ‘pet’ to carry the plane for exactly
