LIBRARY BOARD BOND POWERS . TO BE TESTED Suit at Hammond Seeks to Enjoin Delivery of SIIO,OOO Issue. Bu Times Snr rial HAMMOND, Ind., Aug 18—An act of the 1927 Indiana Legislature, interpreted as giving city library boards power to issue bonds without advice or consent of city councils, will be tested in a suit filed here. The Hammond library board is defendant and Richard G. Brusch, secretary of the local Chamber of Commerce, plaintifT. Brusch’s suit seeks to enjoin the board from delivering SIIO,OOO in bonds to the Union Trust Company of Indianapolis, successful bidder for the issue which was authorized by the board without authority or consent of the Hammond city council. Counsel for the t-ust company, since the legal issue has been brought to the fore, is said to have expressed doubt that the bonds will be valid. Opponents of authorizing the board to issue bonds solely on its own authority, declare it would be possible to run indebtednes up to the 2 per cent limit without regard to a city’s other expenditures, resulting in a tangled financial state. Mayor A. E. Tlnkham of Hamniond opposes the board’s bonds declaring if issued, the city will be hear its limit of bonded debts, and therefore hampered in obtaining money for other needs. Wabash Woman, 94, Buried Bn Tlmrg Special WABASH Ind., Aug. 18.—Mrs. 94 - oldest resident of Wabash County, was burled on Wednesday afternoon. She died suddenly Sunday morning.

When the Misses Vivian and Meredith Howard, Tulsa (Okla.) twin sisters, entered the city beauty contest to determine what girl should be Miss Tulsa at the Atlantic City pageant, they caused the judges plenty of grief. The judges quickly decided they were prettier than any other contestants—but which of the twins was the prettier they could not decide. Finally they picked Vivian, shown on the right in this picture.
BALLOON BURNS; SAVED LYNN, Mass., Aug. 18.—A parachute jump saved the life of Louise Gardner, professional balloonist, after her balloon had burst into flames some 700 feet above General Electric field here. Miss Gardner landed, unharmed, in a tree. The burning bag came down on a house roof. Firemen saved the house.

PAUL KIRBY HONORED Paul Kirby, retiring as director of the division of child hygiene of the city board of health, was honored Wednesday evening with a farewell dinner in Marott Hotel by his staff. Kirby will leave Indianapolis during the first part of September to become assistant director of the United States Department of Welfare at Washington.

VARE MACHINE IS THREATENED IN HOME CITY Philadelphia ‘lndependent Candidate for Mayor Staging Hot Fight. By Timm Special PHILADELPHIA, Aug. 18.— Fighting with its back to the wall in the United States Senate to save the seat of Sei ator William S. Vare, its boss, th; Vare organization is also on the defensive at home. J. Hampton Moore, former mayor and former congressman, is leading the home fight against Vare. Moore is an “independent” candidate for mayor, biggest local plum in the gift of the organization. He is opposing Harry A. Mackey, Vare’s senatorial campaign manager and, next to Vare, the most important figure in the machine. Clean-Up Campaign Moore says he was "drafted”- to run but now that he is in he is going to clean-up Philadelphia politics if he can. “This fight,” he says, "unless I greatly misunderstand the temper of the voters, is a people’s fight. The issue is clear; shall we have a free and untrammeled government, capable of service to all the people, or shall gang rule continue?” “The stage is set for the nearest approach to an honest count Philadelphia has known in years. The crooks know that ballot boxes may be opened and that the voters can not be unduly ‘assisted’ at this election.” The Vare organization is seeking to minimize Moore’s candidacy, alleging he will not get more than 50,000 votes. SUGGEST TREE REMOVAL Novel Idea for Controlling Mississippi Advanced WASHINGTON, Aug. 18.—A novel suggestion for preventing floods along the Mississippi has been received by the United States Forestry service. It is that all trees within and between the levees be removed —so that the water will have more room. MRS. COOLIDGE ORDERS TABLES FROM INDIANA Peru Company Making Two of Special Design. By Times Special PERU, Ind., Aug. 18—Two tables are being made here on the order of Mrs. Calvin Coolidge by the Hubbard, Eldredge & Miller Manufacturing Company. Shipment will be made to the White House at Washington. Orders for the tables, specially designed in clover leaf style, followed a visit by PrdSident and Mrs. Coolidge to a game lodge In South Dakota near the summer White House. The lodge contained a number of Peru-made tables and Mrs. Coolidge was immediately interested. Cripple Seeks Divorce.
