Walls, 3540 Balsam Ave. Each Gets Home Site , Each winner will receive a home site donated by an Indianapolis real estate dealer. The winning essays were selected from 129 entries. Judges were E. F. Emmel, of The Star; Ray Everson, of The News, and Robert G. Batman, of The Times. Kelly is a retired boilermaker and mechanical engineer. He formerly was sales manager and works manager of the National Boiler and Sheet Metal Works of the National Dry Kiln Company. The first impetus of growth since its settlement in 1816 came when ... it was named Indiana’s capital, . June 7, 1820, becoming actual capi- , tal Jan. 1, 1825. NEW YORK, Aug. 15.—A perfect record was attained by “Mike” Luscovich, 39-year-old follower of the open road, with the assistance of Magistrate Donras in Morrisania Court. “Mike” was charged with vagrancy. , After telling the court that his home was in the forty-eight States of the Union and that he could not remember where or when he last worked, “Mike” said he had been arrested in every state but New York. He seemed crestfallen that his record was not complete. Magistrate Douras said: “We have some very nice jails here. I’ll give you six months in the workhouse.” “Mike” replied: "I’m used to it, Judge.”

GENERAL WOOD WAS LIFE FOE OF LEPROSY Aided Campaign for $2,000,000 Fund in Last Days. NEW YORK, Aug. 15. —One of the last letters written by Maj. Gen. Leonard Wood before he died was an appeal for funds with which to fight leprosy at the Government’s leper colony at Culion in the Philippines. General Wood, whose earliest triumphs were in the fight against tropical diseases in Cuba, was the leader in the last year of his life of an anti-leprosy campaign. In this couni ry it took the form of an appeal for $2,000,000. His letter was made public with a statement by Maj. Gen. James G. Harbord, National Chairman of. the Leprosy Eradication Fund, promising that the campaign would go on to a successful conclusion, regardless of General Wood’s death.

GARFIELD PARK RUSHED Eighteen Picnics, With 20,000 Present, Were Held Sunday. Garfield Park was the site of eighteen reunions and picnics Sundya afternoon, 20,000 visitors during the day being the estimate of Custodian William H. Hall. William Rugenstein was named president of Rugenstein family reunion. Other officers are John C. Rugenstein, vice president; Miss Rugenstein, secretary, and Edgar Rugenstein, treasurer. Other reunions and picnics at the park were Brown county, Big Four Railroad employes. DIPLOMACY OF U. S. IN CHINA IS CONFUSING Policy Scored by Advisor; Birth Control Urged to End Farm Problem. Bii United Press WILLIAM CTOWN, Mass., Aug. 13. Contradictions in America’s policy toward China threatens to precipitate another crisis, Thomas F. Millard, former advisor to the Chinese government, believes. Speaking before the Institute of Politics, he suggested that the pres j ent representatives of the United States should be replaced immediately by men "who have a clearer conception of the ultimate objectives of our Government in that part of the world.” No Consistency During the last two years, the speaker asserted, diplomatic agents of the United States have been helping to enforce treaties in China which the policy of the American Government condemns. Asa result, Chinese have become suspicious of our sincerity. Birth control was suggested by other speakers today as a solution for the present plight of America’s farmers. “If the average farm family was composed of two children,” said Henry A. Wallace, editor of “Wallace’s Farmer,” “there would be a strong tendency for the farms to pass from ofte generation to the next by inheritance, rather than by purchase.” Robbing Farms This condition, he thought, would keep more workers on the farms by making such a choice attraction financially and dulling the lure of the cities. “Soil robbing or the taking of plant food from the earth without restoring it with fertilizer,” said Harry C. Butcher, managing editor of the Fertilizer Review, “is costing agriculture an annual loss of $400,000,000.” OBSERVE ANNIVERSARY Five thousand visitors attended the sixtieth anniversary exercises on the grounds of the General Protestant Orphans’ Home, 1404 S. In the early days of aeronauitcal history airplanes were equipped with flat wings, but after a study of the anatomy of birds, and of aerodynamics the curved wing was adopted as being more efficient. Whereas the flat wings exerted a lift only because of the pressure on the under surface, it was found that curved wings, in addition to the pressure on the bottom, utilized a vacuum on the top surface, and thus increased the wing efficiency. The next step was to find the most efficient curvature for the top surface, and what shapes of upper and lower surfaces produced the best results whether the object desired was speed, or lift, or combinations of these two facturs. Thus there have been evolved many wing sections. When anew one is designed an accurately made pattern of it is placed in a sensitive balance in a variable air stream, and its actions noted. The results are published and are available to aircraft designers. The sections are

One of the most efficient wing sections is the U. S. A.-27. When used in a wing it imparts to the airplane an excellent degree of speed and lift, with vet 7 little resistance. It has been used on many prominent. airplanes, including the Douglas World Cruisers, which circumnavigated the world in 1624. We will use this section on our model. The drawing shows the shape of this wing section. The upper drawing illustrates how the shape may be accurately copied. We will use a wing with a width of 5-14 inches, therefore on a sheet of paper draw a line this long. With a pair of dividers, divide the line into 10 spaces and number the divisions from 0 to 100 as shown. With tfcie dividers still set at 1-10 of the line’s length, extend them below the line and draw a line equal to the top line at this point. Divide the distance between the lines into ten spaces and draw a line across from each division, and add two lines

equally spaced below the tenth. Next draw vertical lines downward from the marks 0 to 100. This practically completes the preparation for the drawing, but for the sake of better accuracy divide the first space in half and each of these smaller spaces in half. The spac* between 90 and 100 also is to be halved. “For clarity, you may mark these smaller divisions in the first space 1%, 2V4, 5 and 7%, and similarly the next to the last subdivision may be marked 95. The horizontal lines are to be marked from 0 to 12, from the bottom up. The screen is now ready for marking the points of intersection of the wing outline. To draw the upper and lower surface lines use the following table, wherein the first column indicates the vertical lines, che second column indicates the position on this line where the upper surface of the wing intersects, and the third column indicates where the lower surface of the wing Intersects. For instance, the tabulation: 20—11, 1-3—l*3, means that on vertical line 20 a mark is to be made 1-3 of aspace beyond the elventh horizontal line and 1-3 of a tpace above the zero line to indicate where the upper and lower surfaces, respectively, cross. 4 PERSONS DIE IN ACCIDENTS Autos Fatal to Three in Indiana Week-End Toll. Four persons are dead in Indiana today, victims of accidents over the week end. Clifford fteese, 21, Terre Haute, was killed when an automobile he was driving collided with one driven by Everett Wilson. Fatal injuries were inflicted upon Earl A. Parker, owner of Jungle Park, resort at Rockville, when he was struck by a racing automobile driven by D. Peters, Indianapolis. The accident occurred at the park race, where Peters was qualifying a car for a race. David Pearson, 55. Muncie, was killed by a hit-and-run motorist whose auto struck him while he was walking on State Rd. 67, three miles southwest of that city. Frances Bedwell, 10, daughter of Mr. and Mrs. Homer Bedwell. L nton, was drowned while playing in a mine pond.

WAR DEPARTMENT IS ASKED TO SEND BABY Second Request Placed on File in Secretary’s Office. Bn United Press WASHINGTON, Aug. 15.—The War Department’s files today held another little human document, following the recent request of a Cayuhoga Falls (Ohio) girl for “a baby 1 or 2 days old, and if you haven’t any like that please send me one about 2 weeks old.” The latest letter, from Covington, Ky., reads: “I Want a little baby girl. I don’t want a little boy, they are so bad 1 Signed) Judith.”
