RUM CARGO OF MILLION VALUE SEIZEOON SHIP 66 Men Arrested as Police and Coast Guard Catch Vessel in N. Y. Bu United Press NEW YORK, Aug. 12—Police and coast guardsmen today captured the steamship Ansonia, a cargo of liquor valued at a million dollars, sixty-six men, six motor trucks and three automobiles. The captain and crew of the Ansonia were captured single handed by Boatswain G. A. Loomis, who boarded the ship alone after his coast guard picket boat 2327 had chased it several miles. The Ansonia was docked at a shipyard in Staten Island when police of St. George surrounded a large group of men who came up in the trucks and automobiles, apparently to unload her. Thirty-nine men were arrested. Cat Moorings, Flee The crew of the Ansonia cut her moorings and started off. The coast guard vessel set out in pursuit and overhauled her off the Statue of Liberty. Ferdinand Dauria, a patrolman, early today noticed considerable activity aboard the Ansonia. The presence of the fleet of trucks also aroused his suspicions. He telephoned headquarters and the reserves arrived in time to surround the crowd at the dock. Police believe *o liquor had been landed. A few men escaped the cordon and the crew hastily cut the mooring hawsers and headed up the bay. Barge Is Sunk The Ansonia was believed to have rammed a barge, sinking it, in the futile flight. The coast guard was notified, and it was comparatively easy for the fleet Government craft to overhaul the Ansonia, a lake-type boat about three hundred feet long.

BY PAUL EDWARD GARBER In Charge of Aeronautics, Smithsonian Institution (Copyright, 1827. by Science Service. Inc). 9. CONSTRUCTING FRAME of S-S-2 It is essential that the frame of model airplane S-S-2 be made true and strong. To accomplish this, make a full size drawing of the view shown in the drawing, and use this to lay out the parts upon and mark their length and Joints. The figures at the top indicate the number of inches each object is distant from the nose. If this method is not followed, the resulting model will be very probably untrue, and not fit for flight. This model is madfj with a very slight margin of strength so every feature must be exact to prevent failure. Having completed the full-sized drawing, procure the following material: Two strips balsa wood, 5-16 inchx 3-32 inch x 40 inch. One piece bamboo pole, at least fourteen inches long. Two nails, or light brads, No. 15-1, 1-4 inch long. Two and one-half inches No. 15 piano wire. Thirteen and one-half inches No. 10 piano wire. Thread, Ambroid. Sandpaper the long balsa strips smooth and slightly round their edges. Cut the end of each to a wedge as shown in the detail drawing, and fasten theit together with Ambroid. Form No. 5 wire into a nose hook of the type shown. The included angle of the nose hook should pinch very slightly onto the

nose of the frame, after which it is bound and Ambroided in place. From the bamboo split six lengths and trim these to a section of 3-32 inch by 1-32 inch. Lay these over the full size drawing and cut them to the proper length of the braces, making the front brace from a scrap of the shorter x-braces. When all are cut to length, sharpen the ends of each brace to a chisel like point, as shown in the detail drawing, and beginning at the nose, work backward, putting each brace in place by carefully pushing it into the middle of the longerons at the proper point and Ambroiding it in. place. When all are in place, take up the frame and sight along its sides to determine if it be true and flat sided. If not make it so by further inserting or slightly withdrawing the braces. This is a ticklish job, but must be done right. When all is true, Ambroid any joints which seem loose, and bind and Ambroid the center crossing point of each x-brace. Take the two nails and, by laying the heads on a piece of iron, and beating with a hammer, make a shovel like end. In/the center of which is slightly smaller than 1-16 this drill a hole with a No. 5 drill, of an inch. Slightly flatten the shank, and bend it twice as shown in the detail drawing. File or cut the point off square and bind each nail bearing to the open end of the frame as shown. Use Ambroid here. From the No. 10 wire, cut six pieces, each 2 1-4 inches long, and form these into cans, or rubber

CONFERENCE ON MINEJW-OFF Governor Donahey (Ohio) Cancels Parley Plans. Bu United Press TERRE HAUTE, Ind., Aug. 12. Coal miners of the central competitive field today faced anew the problem of negotiating separate wage settlements in the strike that has paralyzed the industry since April 1. With the announcement of Governor Vic Donahey of Ohio that he had called off the proposed triState conference between coal operators and miners of Ohio, Illinois and Indiana, which was to have been held in Toledo, Ohio, Monday, the last hope of a general and simultaneous settlement appeared to have gone. Governor Donahey announced his decision to cancel the conference in a letter to John L. Lewis, president of the United Mine Workers of America. The Governor explained that his action was taken because of the unwillingness of operators generally to attend the conference.
loops, of the shape shown. Bind and Ambroid these in position. As seen one is placed in front of each x-brace. All of the open ends of the loops should be on one side of the frame. 9 When all joints are dry, trim off any projecting ends of braces which protrude through the sides, and give the frame a coat of banana oil which will strengthen it. If this application raises any roughness, sandpaper the frame slightly. When completed hang it up or lay it away carefully. Tomorrow the power plant for this model will be described.

PLAN SCHOOLS FOR DISABLED State Board to Organize Special Classes. Special courses of study for children physically unable to attend regular classes will be organized by the State education board at the meeting Aug. 16. Superintendent of Public Instruction Charles F. Miller has sent word to every city, town and township school administration to Indicate immediately whether or not they intend to take advantage of such courses. The 1927 statute, under which the classes will be instituted, specifies that any school corporation having ten or more such physically handicapped children may enroll them in special classes. Corporations having less than ten students of this sort may transfer them to a corporation having special classes. The State will pay three-fourths the cost of such classes or transfers. The funds will for this use be deducted from the regular common school fund before apportionment to the counties in July, 1928.
