MYSTERY MAN IS G. 0. P. KEY IN NORTHWEST Minnesota Wonders What Bachus Is Doing and Why. BY ROSCOE B. FLEMING MINNEAPOLIS, Aug. 11.—Meet Edward W. Backus,' the new power behind the Republican throne in the northwest, and Minnesota’s man of mystery. He is the business overload of Minneapolis, estimated to be worth between $50,000,000 and $100,000,000. He owns immense lumber and timber mills not only this State but in Ontario. His timber holdings, in thousandsquare mile lots, are scattered from Lake Superior to Hudson’s Bay. He owns immense power rights and controls one railroad. His business partner, William F. Brooks, is Republican National Committeeman from Minnesota. Behind him stands Backus. The latter has retired the old political bosses of Minnesota to their private offices, where they Sit and watch the procession go by. Why the Mystery His position of political and business power means that in any future Republican line-up following the announced retirement of President Coolidge, Backus must be dealt with as the largest single factor between Chicago and the Rockies. Now why the mystery? It is simply that no One in Minnesota knows what he Is doing or why he is doing it, with the power he has acquired in the last five years, or what his mental processes are. Even the most informed Minnesota politicians profess not to know, or in what line-up he will be found when the time comes to name a successor to Calvin Coolidge. He keeps his own council, they say, and Minnesota probably will find out what he wants after he gets it and not before. Lone Wolf of Business There is little mystery about his rise. He is considered the northwest’s lone wolf of business. He himself has testified that coming to Minnesota as a young man in the ’Bo’s, unaided and friendless, he was worth $3,000,000 by 1901. “From that time on I didn’t have to work,” he has said, with unconscious humor. j, Taking ftw into his confidence, keeping the vast details of his business _ all centered about himself, working sixteen hours a day, he has since immensely increased his holdings. Possessor of unlimited ambition he is known to be. Where is it leading him, and what does he dream ? Immense super-power holdings in the heart of the continent, centered about 500,000 horsepower potentialities of the Winnipeg River, part of whose watershed he is said to control? Minnesota doesn’t know and would like to learn. URGES EARLY HOURS IN SUMMER FOR CHILDREN Don’t Get Enough Sleep, Health Officer Says LONDON, Aug. 11.—That "extra half hour or hour” before bedtime, because it is summer, is bad for the children, according to Dr. W. E. Porter, medical officer of health for Wood Green, a suburb of London. “I am quite sure,” he says, “that a great many present-day children do not get enough sleep. I have seen many who are under-sized, listless, and tired looking. “Many of these children came into the world during the food rationing period of the war, and it is all the more necessary that every effort should be made to improve their physical condition. “Over-crowded homes, the pictures, the alteration of the clock in summer time, and evening amusements often seriously shorten the hours, 'when children should be in bed and fast asleep.” .GRANDMA RUNS STILL Says She’ll Make Whisky Again When Released From Jail. URGES CUT IN FRENCH DEBT $2,000,000,000 Reduction Is Asfced By Speaker. By United Press WILLIAMSTOWN, Mass., Aug. 11. —As “justice to France” and a “debt of honor owed by America,” a reduction of $2,000,000,000 in the principal of the French war debt to the United States, was advocated here before the Institute of Politics. William T. Hornaday, honorary vice-president of the American Defense Society and active proponent of preparedness and national defense, was the speaker. He branded as an injustice the provision of the French debt, under which France is called upon to make payments for sixty-two years, and asserted that France’s capacity to pay had been grossly over rated. “France,” he said, “has been our close friend ever since the birth of our Nation. A Nation of heroes, who deliberately elected to die fighting rather than be conquered alive, reluctantly has announced to the world dissatisfaction with the debt settlement that we have handed her. The “almost invisible, but ever present hand of American authority in the Philippines,” has held in check any serious and natural outbreak between the natives and the Chinese, another speaker, Professor Ralston Hayden of the University of Michigan, said. He estimated the Chinese population of the Philippines at between sixty thousand and seventy thousand, in addition to approximately 500,000 native bom Filipinos NANKING MAY FALL TO NORTHERN TROOPS Pengpu Is Captured by Invaders; No Danger in Shanghai. FRANCE HOLDS GOLD POWER Exceeded in Financial Strength Only in U. S. By Times Special WASHINGTON, Aug. 11.—English currency is maintained on the gold standard simply by grace of the Bank of France. The Bank of France, apparently on its way to complete demoralization a year ago, has climbed back to a point where it is exceeded in financial power only by the United States Federal Reserve system . France, far from being in desperate need of United States financial aid, car. be expected to make debt payments during the next two years far in excess of those called for by the unratified Mellon-Berenger agreement. These statements concerning the amazing financial recovery of France during the past year were made today by David Friday, noted economist and former Michigan State College president, who has just returned from an extensive survey of financial conditions in Europe.
