WORK CONFERS WITH COOLIDGE ON PHILIPPINES Transfer of Islands to Interior Department Likely; Irrigation Studied. BY PAUL R. 3IALLON United Press Staff Correspondent RAPID CITY, S. D., Aug. 9. Irrigation and reclamation problems and proposal to change administration of the Philippine Islands from the War to. Interior Department were brought to President Coolidg’s attention today with the coming of Secretary of Interior Work for a series of conferences. Work will be the second cabinet member here for discussion of governmental policies, Secretary of Navy Wilbur having arrived yesterday to talk about anew naval building program. . The Philippine administration matter has been brought to the fore by\ the death of General Leonard Wood, administrator, and necessity for selection of a successor. Wood has long been an advocate of military administration, having been in the army since the days of Roosevelt’s Rough Riders. Mr. Coolidge and Work, however, have indicated that they would like to see a department created in the Interior Department to handle Island possessions. Thompson Considered Such recommendation was made by Carmi Thompson of Ohio, who Investigated the Philippine situation for Mr. Coolidge recently. Thompson is regarded as one of the most likely candidates for Wood’s post. Other likely candidates are Henry L. Stimson, New York, and former Senator Rice W. Means. Specula-

Boulder Dam Bill _ Work interrupted his tour of western irrigation and reclamation projects to come here. It is expected that he may suggest some new legislation in the next Congress to development of these projects. He recently gave out a statement favoring development of Boulder canyon dam project and has spent much time attempting to help work out a solution of differences between Arizona and other States interested in construction of gigantic power and flood control on Colorado River. Infrmation Mr. Coolidge has received recently indicates the Boulder dam bill will go through next session. Tension surrounding the summer White House following bombings in New York has somewhat diminished, but the extra guard will not be relaxed until after Thursday when Sacco and Vandetti are to pay the death penalty. Need Permits to Fly in Canada Bv United Press WASHINGTON, Aug. 9. All American private aviators must obtain special permission from the Canadian Air Board at Ottawa for flying visits to Canada, the State Department disclosed today.

BANK ROBBERY NETTEDSUBS Insurance Firm Will Pay Augusta Loss. Cashier Robert E. Huffman today said the three bandits who Monday robbed the New Augusta State Bank obtained $4,885 instead of $3,000 at first reported. The entire loss is covered by the American Surety Cos., which will pay the claim at once. Reward of SIOO for the arrest of the bandits is offered by the insurance company. William J. Clark, Marion County Bankers Association secretary, announced SI,OOO reward would be given by the association for the arrest and conviction of the trio. The three unmasked bandits entered the New Augusta bank, ten miles north of Indianapolis on State Rd. 29, about 2:30 p. m. Huffman, Assistant Cashier Stella Coble and Mrs. Earl Potter, a customer, were forced to lie on the floor while the cash drawer and vault were rifled.
