MONARCHY OR , REPUBLIC, BIG GERMAN QUERY S Observer Finds Both Sides of Question Have Their Adherents. BY MILTON BRONNER NEA Service Writer BERLIN, Aug. I.—'When you have traveled a lot in Europe, not as a mere sightseerfi but as a trained observer seeking to get at the truth about these people over here, you learn to remain humble. You hesitate to generalize, tc draw rapid conclusions, to state as certainties what are after all only surmises or guesses. For instance, I suppose there is no greater problem connected with Germany than this: Has she become really permanently a republic, or is that only temporary and will monarchy come back? Answers All Unexpected Every time I go to Germany on business I talk with all sorts and conditions of German people in the endeavor tb answer the riddle. I can’t answer it. I can’t even begin to answer it. I sit in a dining car. Opposite me is a prosperous looking German, who might be either a big business man or a Prussian farmer on a large scale —one of the Junker class. I >ppen up the inevitable problem and expect to hear him say the monarchy is sure to come back. He assures me that Germany is done with the monarchy forever, at the same time hastening to say ho has no sympathy with either the Socialists or the Communists. Another Surprise My neighbor in the movies is a chap who looks as if he might be a highly skilled and paid workman. I say to myself he is either a member of the Social Democratic party or a left wing of the Catholic Center. To my surprise, he assures me j that the republic will not last and that the people are sure to turn back to a monarch when the time is ripe. On the movie screen a German , film of the first years of the war is shown. The crowd sits silent and ; only breaks into vigorous applause when old Hindenburg is shown as j the victor of the Mazuran Lakes against the Russians. Applause Divided Now some of that applause is for the old monarchist general. But an equal share of that applause is for that same old monarchist who, once elected president of the republic, respected his oath and disappointed the nationalists who expected him to trample upon all signs of democracy. So, when you leave Germany the best you can say is this: Public opinion is in a fluid state, j ht has been firmly fixed neither in %. republican nor in a monarchist mould as yet. The events of the next five or ten years may harden it in one direction or the other. Several Factors Enter What the former allies arid the world in general do to Germany; what success German industry will have in giving employment to its industrious millions and once more restorin' something like a measure of gei%ral prosperity and well | being: tnese are the factors that will largely decide whether Germany will go back to a monarchy like England or remain a republic like France. x VAN SWERINGENS ASK APROVAL OF MERGER Brief on Erie and Pere MarquetteC. & O. the exploitation of oil under the supervision of the Government. “But since oil is a public utility, its private control would not be advisable and the administrative operation was not recommended by previous experience in other countries. The nationalization of oil deposits and its operation by means of grants and concessions was, on the other hand, highly recommended by practice of centuries in Mexico, where it has been the system under which the mines have been operated since the Spanish conquest.” Leal defended the laws as being neither confiscatory or retroactive.
