BRITISH JOINED ALLIES IN WAR 13 YEARS AGO Historic Scene in Cabinet’s Room Is Recalled on Anniversary. By C. P. WILLIAMSON United Press Staff Correspondent LONDON, Aug. 4.—Thirteen years ago tonight the entire British cabinet assembled in the cabinet room at No. 10 Downing St. Some of the members of the cabinet sat calmly smoking, others ahxiously watched the little mahogany clock on the mantel tick away the weary hours, still others were torn between a dwindling hope and a struggle to maintain confidence. The clock chimed the hour of 11. The prime minister, Herbert Asquith, arose and addressed the cabinet. There were tears in his eyes as he quietly, but firmly announced, "Gentlemen of the Cabinet, the time has expired, we are at war.”
Nation in Frenzy Much water has flowed under the bridge of time since that never-to-be-forgotten night when the cabinet held its vigil to await to the last minute a reply from the Imperial German government to the British government’s ultimatum demanding immediate recognition of the neutrality of Belgium and demanding the immediate withdrawal of all German troops from Belgian territory. Millions of people from the uttermost part of Scotland to the remote cliffs of southern England were thrown into a frenzy of excitement. Thousands crowded the streets of London, joyously overcome with patriotism. Predicted Early Victory Sages gathered at street corners and predicted “the victorious end of it all within a month or two.” Still more conservative elements extended the date of victory to “Christmas 1914.” A rare few, consisting mainly of those in the foreign office and war and admiralty ministries who had foreseen the impending climax in world affairs for many months past, actually knew of the extent of the conflict which the chiming of the little clock in the cabinet room at No. 10 Downing St. would bring. For nearly five years there followed the most appalling spilling of blood the world has ever witnessed. -Bathed In Blood During the first year following the actual outbreak of the war, Europe bathed and splashed in human blood, drunk with the sight of victory which ever seemed so near, but which was so far off. After that first year the play gave way to a grim slaughter which has left many nations to this day mourning the flower of their very existence which cfen never be replaced. "Steeped riot billy .in blood from the last war, but still laboring under the heritage of "the economic burden which it left, Europe sufficiently has now recovered to meet all comers, either neighbors or foreigners. Taking the continent as a whole, there are few countries which can be--credited with the possession of sincere desire to profit by the lessons of the conflict which reached from 1914 to the end of 1918. Go Their Peaceful Ways. These countries virtually the same which maintained strict neutrality throughout the Great War — are Denmark, Switzerland, Norway, Sweden, Holland and Portugal, each going its separate path, picking no quarrels and avoiding as well as possible those that are picked from abroad. Placing these countries to one side and observing the rest of Europe, one sees a jumbled mass of petty bickerings, hatreds and animosities, the smallest of which might again involve the entire continent in a bloody conflict. MAKING THE FRAME When model airplanes were first made by boys, shortly after the first flight by man, made by the Wright brothers in 1903, the models resembled full sized machines, and like their originals were heavy and flew but short distances. Most of the models were flown indoors because they did not require much room. They were often hard to fly outside where the slightest wind would unbalance them. As the large machines were improved, however, the models too became more stable and capable-of longer flights. Gradually outdoor flights became common, and soon it was necessary to fin 1 large fields to accommodate the longer trips made by the better models. Gradually two kinds of model airplanes developed, one class known as scale models, being copies of the large machines, and the other class known as scientific models, which consisted of the bare essentials for flight, namely a frame, propellers and wings. The scientific models are easiest to build and make the longest flights. Whereas the first model airplanes flew but 50 or 60 feet, the record today is over a mile, with a of more than ten minutes. In these first articles the v writer will describe the construction of a scientific model made in the easiest manner from the simplest materials. Although elementary in design and construction it nevertheless embodies correct principles and if made correctly of light materials it should fly at least 500 feet and remain in the air half a minute. Naming Our Plane Nowadays for purposes of identification the Department of Commerce requires individual markings on aircraft, similar to automobile licenses. For instance, Lindbergh’s famous Spirit of St. Louis is identified by the symbol, “NX-211.” We, too, will follow this custom and call this first model the "SS-1.” After you have built your model you may want to give it your own symbol. The first part of the “SS-1” which we will make will be the frame, which supports the wings and power plant. The corresponding part on man-carrying planes is called the “fuselage.” For this we will require the following material: 2 pine sticks 36x%x% incites; 1 pine stick 36x!4x1-16 inches; 10 inches of small strong wire; 1 hatpin; 2 small nails; glue and thread. smooth with sandpaper, and then cut at one end in a long wedge, as shown in the detail drawing. This wedge must be such that the open ends of the “V” formed will be 7 inches apart. When this wedge has been cut glue is put on the inside faces of the wedge and the pieces stuck together. Glue or Ambroid Ordinary glue will do, but a product named Ambroid is better for our purpose. It is stronger, dries quicker and is waterproof. Most hardware stores and sporting goods stores carry it. After joining the wedge the nose hook shown in the drawing should be made of small stiff wire, and placed over the point of the frame, after which it is bound on, thus strengthening this joint. The other end of the frame next occupies our attention. It is the place for the propellers, so we will make the bearings for them. Take the two nails, flatten one end and hammer the rest to produce a slightly flattened side. In the flattened end of each drill a hole large enough for the hatpin to pass through. These holes can be drilled with a hand drill. If you do not have such a tool, the nearest garage will drill them for you. Tell them to use a number 52 drill, or a 1-16-inch drill. This size is correct for most hatpins. When completed bind these bearings to the ends of a piece of the ii -inch wood, 7 3 i inches long, as shown in the detail drawing. the lines,'make several turns then tie. Use Ambroid or glue in this joint and spread a little over the thread when finished. Next form a “X” brace out of two pieces of the V*. -inch wood and lash it in place. The other braces are next put in. At the top of the drawing several numbers are shown. These represent numbers of inches away from the point of the model. If you will lay a yardstick or other ruler along the frame with the beginning at the point, you can put a mark on the frame where each of the numbers are and thus mark out the correct places for all of the parts. Do this on each side and you will get your braces true. In lashing on these parts make your work strong and neat. Do not have heavy coarse joints. When the glue has dried cut away protruding parts of the braces which extend beyond the sides. In the detail drawings a wire fitting is shown called a “can.” These little fittings are very useful on models, for they distribute the pull of the rubbers and keep the frame from getting bowed. They serve the same purpose as do the agate rings on fishing rods. Four cans are made from wire to the shape shown, and they are lashed to the sides at points 12 and 24. PARKING BAN ON CIRCLEISLEGAL Attorney General Says State Can Enforce Rules. Complaint of Colonel Oran Perry, superintendent of the Soldiers and Sailors Monument, which was sent to Governor Jackson and relayed to Attorney General Arthur L. Gilliom, may result in a “no parking” rule for Monument Circle. In an opinion rendered by the Attorney General the Monument Board of Control could enforce speh a rule over city authorities and could even prevent busses from stopping on the Circle. Perry pointed out in his letter of complaint that the ordinance permitting parking on the Circle was in violation of State staute, but continued as follows: “But we can not deal with illusive bodies like the city council, which makes laws to suit itself and which the people accept as authority.” Present car parking has the effect
