COOLIDGE MUST ANNOUNCE PLAN BY FEBRUARY 7 South Dakota Law Requires Candidates to File Early. Bu United Press WASHINGTON, July B.—President Coolidge must make known before February 7 whether he is or is not a candidate for renomination. If the spirit doesn’t move him, the law of South Dakota will. This is true, of course, only if he wants delegates from South Dakota as well as from other States. General opinion among politicians is that he is more concerned about South Dakota delegates just now than those of any otfier State. It has taken eastern politicians a long timb to get south Dakota situation clear in their minds. Now they think they understand it and they give the President credit for even deeper politics than was first apparent when he announced the Black Hills would be his vacation ground. , Primary Law Changed At the time of his going, politicians generally understood South Dakota was the first State to hold a primary in 1928. Then it was discovered the primary date had been set back from March to May, and, instead of being first, it was the sixteenth among the seventeen States thus to select their nominees. The presidential vacation came to attract the attention of the West. But now the puzzling primary laws of the State have finally been made clear and it is seen that while the primary date is not until May, presidential and other candidates must declare themselves before v r Feb. 7. By spending the summer in South Dakota, the President can determine whether “farmer relief” will make a better “paramount issue” than “tax reduction” or “economy.” He can place himself on friendly terms with the precinct workers who form the .foundation for the State-wide meetings which mold the party tickets in the primary.
