The, survey reveals that eight cities make provisions for the safety of their prisoners and neglect to provide for school children. Fix Two Classes First-class construction, requiring fire resisting material is demanded for hospitals, jails, schools and public downtown buildings. Second class construction requires “slow burning” materials which will withstand an hour’s blaze. Only first .and second class buildings are permitted in the inner fire district bounded by North, East, West and Merrill Sts. The Indianapolis code was compiled by former Building Inspector Francis Hamilton, Walter Wise, ex-safety board secretary; John Snowball, former structural engineer, and Building Inspector Bert J.
