‘BLUE SKY’LAW, IS SIGNIFICANT Commissioner Compart j British, Indiana Statutes Recent adoption by the British parliament of a “blue sky” law proves the adequacy of protective securities legislation in Indiana in the opinion of Securities Commissioner David Jennings. “For many years, corporations opposing securities laws, such as is operative in this State, have pointed to the British provision as ideal,” Jennings declared. “There was then what was known as the British Companies Act, under which it was Trierely necessary to file a schedule es assets and commence selling stock. “With the adoption *of protective legislation in nearly all of the United States, England has found it necessary to change this policy to keep the country from being flooded with worthless stock. The law recently adopted is much more stringent than the Indiana statute.” Latest securities legislation was passed in this State in 1925 and, as a model law, since has been adopted by eleven other States, Jennings asserted. $1,000,000 FOR UNDY Former Evansville Man Discloses Offer by Circus. Service, Started Ten Years Ago, Enjoys Unusual Growth. The tenth birthday of the Business Branch library of the Indianapolis Public library, located in the old library building at Ohio and Meridian Sts., is being observed this month. Since its organization in 1917 by Librarian Charles E. Rush, who assumed his duties as librarian July 1 of that year, the branch, occupying one small room of the old building, has become valuable to thousands of seekers after business knowledge. The branch, under direction of Miss Ethel Cleland, has become recognized as one of the most complete and best organized business branch libraries in existence . Has Technical Information Within the confines of the small room, can be found technical information on almost any line of business desired. Here the manufacturer can find valuable information on finance, rating of firms and corporations, prices, business conditions, exports. The banker can obtain data on farm values and crop reports. The student can find date for class work along business lines. A valuable feature of the branch is financial and business services subscribed. These include frequently revised pamphlets on business conditions, trade and securities, rates, building activities and similar data. Special departments are maintained containing such information as laws affecting business, journalism, banking, insurance, salesmanship. accounting, advertising, public
utilities, stenography, retail trade, marketing i and factory management. I Data on Other Cities Filed Atlases, trade magazines, house organs, newspapers from the larger cities, technical publications of all descriptions, city directories and telephone books from- several hundred cities, 25,000 Indexed clippings, 15,000 pamphlets, 1,200 maps, 6,000 business books, and 25,000 unmounted photographs also are included in the collection. Residents of Indianapolis appreciate and use this highly specialized department which was used by more than 52,000 persons last year. June was the busiest month the branch has experienced.

BEGGARS’ SYNDICATE ATTACKED IN ILLINOIS Officials Charge Panhandlers Travel About in Costly Cars. 8 eLgiN, Ilf* July B.—War has been declared by authorities here upon the procession of beggars seen upon the streets of the city and who, it is charged, arc members of a wellorganized syndicate, engaged in the “business” of imposing upon the sympathetic and unsuspecting public. It is asserted that these supplicants travel from city to city in costly automobiles, don their makeup after arrival and then proceed to “work the public,” by appealing for alms. It is maintained that such unfortunates should be given shelter at the public charitable institutions and not be permitted to operate upon the public streets. Careless drivers who smash fire plugs cost the city of Philadelphia $6,000 a month.
