PLAN TO MAKE POTOMAC GORGE 1 NATIONAL PARK Company Fights Proposal —Wants Site for Power Development: BY ROSCOE B. FLEMING WASHINGTON, June 24.—A great national park or a sixty-mile artificial lake from which may be generated 300,000 horse power of electrical energy? Which shall be the fate of Great Falls on the Potomac River and the river valley from Washington to the Allegheny Mountains? This is the issue created by the action of the National Park and Planning Commission in adopting an $11,000,000 budget recommendation for beautifying the national capital and it ssurrounding territory. The budget includes a provision for beginning the proposed national park, including the Potomac gorge. The commission also sent a resolution to the Federal power commission, asking that that body deny a request for a preliminary permit to develop the site, which has been filed by Cleveland interests. Fight Already Started The action followed a tour of the begion by members of the national Ipark body, which was created by Congress to develop the beauty of the national capital, with members of the Maryland and Virginia com--1 missions which have beep created by the Legislatures of those States to cooperate with the Federal planners. A struggle between proponents of public development of the power site and the backers of private development had started. The Cleveland company, the Potomac River Corporation, has filed tentative plans for a $60,000,000 development to take in the Upper Potomac, Shenandoah and other tributaries. Senators Howell, Norris, La Follette and others have asked the Federal

Power Commission to delay a grant of the preliminary permit until Congress meets. A bill by Norris providing for public development has passed the Senate twice but has died in the House. Is Scenic Spot The lofty ledges of the Potomac Gorge, covered with trees, and the Great Falls constitute show spots of the country surrounding Washington. The National Park and Planning Commission’s program has always included them as an integral part of the development of the capital’s beauty. , The Maryland and Virginia planning commissions are expected to follow the National Park and Planning Commission’s lead in opposing the private hydro-electric project. The Federal Power Commission has set July 2Q. as the last date to receive protests.

SCIENCE WILL FIGHTFOR FISH Seek Means of Saving Great Lakes Industry. WASHINGTON, June 24.—Science next week will pit itself against the which are threatening to deplete the fish supply of the Great Lakes. Specially trained men from the Government Bureau of Fisheries will go to various points on the lakes to launch a special investigation made possible by a congressional appropriation. The fish scientists will seek to determine bow the waning fish industry can be revived through legislation governing open seasons, size of nets, refuse dumping, etc. Federal and State officials agree that corrective legislation affords the solution. The Government investigation follows an informal conference of Canadian and American fisheries officials last spring at which the necessity for drastic remediel legislation was discussed. It Is expected that new fishing laws will be enacted by all the States bordering the Great Lakes.
