LILLEY WASHINGTON, June 23.—Oklahoma today will be the first State to present a definite flood control program to the United States Army engineers. , Maj. pen. Edwin Jadwin, chief of Army engineers, will be asked by Tom C. Harrill, Oklahoma flood commission head, to include in ths War Department recommendations to Congress for a reservoir flood control system worked out for the Arkansas River and its tributaries in Oklahoma. The project calls for construction of numerous reservoirs and dams with 9,925,105-acre feet capacity for the purpose of holding back flood waters. “The Arkansas River provides 35 per cent of the flood waters that flow into the Mississippi River,” Harrill said today. “If it can be curbed at its source, as we believe it can by following out the flood control program prepared by experienced engineers for the State of Oklahoma, one-third of the flood waters of the Mississipppi River will be held back.” The Oklahoma project was originally designed for the State, although it has always contemplated Federal aid. Harrill says that flood control has become so vital a national problem that his State is presenting its program to the Government in the hope that it can be included in the program to be presented to Congress by the Coolidge Administration this fall. In connection with its dams and reservoirs, Oklahoma has included many hydro-electric power projects, some of which will be private and some public, Harrill says.

June 23—Evidence of the manner in which filmdom rallies to the support of its own was presented during the x recent trial of Paul Kelly for the alleged "bare-knuckle” murder of Ray Raymond, musical comedy star. Six members of the film colony were called as character witnesses for Kelly and another half dozen were in the courtroom waiting to testify. James Kirkwood was the first of the line of motion picture celebrities. He said he had known Kelly for ten years, had met him at the Lamb’s club in New York and that Kelly’s reputation was good. He added that he had never seen the man on trial take a drink. Lila Lee, otherwise Mrs. James Kirkwood, testified to the same effect. PLANS MAIL CAR LIGHT Railway Clerk Invents Contrivance to Aid Night Unloading. Dennis F. Bradshaw, 235 N. Rural St., a railway mail clerk for nineteen years, has patented a spotlight for mail cars. His spotlight, to be fitted to the side of mail cars, can be turned in a -half circle at great speed and will permit the unloading of mail from moving trains at night without endangering property of persons standing near thd stations, he said. At present the darkness often hides the cribs into which the mail is pitched and often the sacks land some distances from the crib, Bradshaw said.

CHINESE TRADE HIT Civil War Causes Marked Business Slump. Bii Times Special SAN FRANCISCO, June 23.—For the first time, America is feeling the effects of the Chinese fclvil war in the volume of trade. The U. S. Bureau of Foreign and Domestic Commerce has received advance information that trade between this country and Shanghai will show a 15 per cent decline this year as compared with last year, and that with Canton will fall off at least 30 per cent. The department of foreigners, unemployment disturbances in Hankow. disruption of Yangtze River traffic, and chaotic conditions in port cities, have resulted in low buying power. The luxury trade is suffering most heavily. Sugar, dyes, cotton piece goods, wheat flour, canned fruit and novelty lines are feeling the pinch. China has 21,000 autos of which 10,000 are Americanmade. This trade is heavily hit.
