SEE NEED FOR INDUSTRIAL , FOUNDATION Committee Will Urge Civic Clubs to Consider New Organization. Recommendation that a call be Issued for a meeting of representatives of civic and industrial organizations to consider establishment of an Industrial Foundation here is to be made to the Indianapolis Federation of Community Civic Clubs Friday night at the Chamber of Commerce. A special committee, composed of John F. White, Federation president: E. O. Snethen and A. Leßoy Portteus, has made a study of industrial foundation proposals and will make such recommendation in its report. “In its study of the situation the Federation committee has been led to conclude that the material interests of the city have been suffering, that its prosperity it hindered and further threatened, and its growth retarded largely through lack of a cordial and widely distributed opoperataion,” says the report to be presented. Must Face Facts The committee also feels that there has been a hesitancy to candidly face the facts, which first seems necessary in order to clear the way for constructive action looking to a healthy and prosperous growth of the industrial and commercial interests of the city. “In attacking this problem of industrial development, various groups are apparently working at cross purposes, with none of them havnig made substantial progress. / “They have been doing this work in a civic atmosphere clouded with uncertainty, if not distrust, and however earnest and sincere such efforts may be little progress can be made. Large results do not seem possible until some general plan of cooperation is evolved in which all elements of our city life can have an honorable and useful part. Independent Establishment “It has been suggested that an industrial foundation be established, having for its sole purpose the utilization of our natural resources and the development of industry, using the foundation’s facilities and its technical equipment whenever needed for constructive service to local enterprises and in a larger way bringing additional concerns to the city. “It is the understood intention that this foundation shall be independent of all other organizations and to be widely subscribed. Such foundations have been very effective in other cities and have proved a potent means of adding to their growth and general prosperity.’’
