FARM ADVOCATES OF HAUGER DILL WANT REMEDY Spillman Quota Proposal Finds Wide Discussion in Nation. Bv Times Special WASHINGTON, June 3. Farm relief legislation advocates think they have found a plan to remedy the most vigorously attacked economic feature of the McNary-Hau-gen bill, passed by the last Congress but rejected by president Coolidge. The plan, which involves a quota system of agricultural production, is outlined in a book, “Balancing the Farm Output,” by W. J. Spillman, United States Agriculture Department economist, and is serving as the basis of drafts of proposed agricultural relief legislation. An outstanding weakness of the McNary-Haugen bill, admitted by many of its backers, was that it set up machinery for raising the price of basic agricultural commodities without providing any control over production. Increased Production This arrangement, enemies of the measure said, would lead to in- ' creased production and the problem of disposing of enormous surpluses abroad at sacrifice prices. In an attempt to overcome this difficulty Spillman has devised a plan for apportioning production allowance of various basic crops to individual farmers. In case this production allowance or quota is exceeded a plan is proposed to penalize the farmer. The machinery for carrying out the plan .is patterned after the Agriculture Department system of cooperative crop reporting, and provides tor universal participation of American farmers in determining roduction quotas. The plan is being widely discussed in the Department of Agriculture and among farm relief advocates here.

The rise over the 1,730 insolvencies of a year ago is a little more than 7 per cent, while there is an increase of 4.8 per cent over the 1,767 failures of May, 1925. The falling off from April to May last year, was about 11H per cent, and two years ago it approximated 9 per cent.
