CALIFORNIA, INC. TO START SOON State Plans Unusual System of Cabinet Government. Times Washinoton Bureau, 1322 A'ctv York Avenue SACRAMENTO, June :s.—The State of California this summer will begin functioning as “California Incorporated.” Following passage of a series of drastic reorganization laws at the instigation of Governor C. C. Young, this State, a $5,000,000,000 corpora tion, will begin running under the ] “California Plan,” an unusual State | system. Instead of a loosely knit series of boards, commissions and departments, there will be nine bureaus, each headed by an appointive director. Once a month the nine directors will meet in the Governor's office. Efficiency is expected to supplant duplication, the work of the State speeded up, and the habit of “passing the buck” ended. California has 144 boards, or commissions. These have grown like Topsy to meet functions of regulation, curb the powerful, and protect the weak.
