CLEVELAND ENDS SHORE LINE FIGHT IN MANAGER PLAN Notable Achievement of First-Year Problem of Three Decades. Among notable achievements of the city manager form of government in Cleveland in 1924, first year of its operation, was establishment of a program for lakefront development. This problem for years baffled solution, and was of vital importance. More than thirty years submerged property from harbor line to the present shore line had been the subject of bitter legal battles. Efforts to determine ownership of land created by filling above submerged land had been in vain, even by (he Supreme Court. The administration proposed a policy of cooperation to property owners which later was to develop into a plan for making use of the potential lands. Original Plan Erection of the great railroad terminal originally was planned for a piece of the land. This was out of the question if lakefront beautification was to be made. City Manager Hopkins opened negotiations with interested railroads with a view of eliminating as much trackage at this point as possible, the proposed number of railroad tracks was reduced the first year from thirty-nine to twenty-one, with prospect of further reduction. Inefficiency of the old form of government was brought to light in the building inspection department. Records of building operations from

i FISHERMAN ESCAPES \ Officers Unable to Nab Auto Driver With Catch. Police watched incoming roads from Columbus, Ind., Thursday night following a report by telephone from that town that an intoxicated man with liquor in his auto, as well as a quantity of unlawfully caught fish, was headed this way. It was said that the man had enjoyed a day of fishing near Seymour, Ind. He eluded officers, however. early Cleveland days were discovered in a waste basket. Several Weeks Needed Several weeks were required to straiglrten out this valuable material, which never could have been replaced. Smoke elimination had been thrown into discard. This became the center of the city manager's attention. He aad promised relief. With the aid of an expert combustion engineer a good start has been made. AVith the fast growth of the city Cleveland was facing a serious water shortage. Efforts were so concentrated on this problem that a pumping station was placed in operation six months ahead of schedule. The companiort unit, the Baldwin filtration plant, was hastened similarly. It was discovered also that more complete treatment of sewage lake dumped was necessary. Plants were put under construction which will give Cleveland 100 per cenj, treatmentt of sewage. Council Report At the close of 1924 the city manager said in his report to the council: “The one thing which has most marked the first year under the new form of government has been the evidence of a sincere effort on every hand to make it a success.” In the next article the workings of the Cleveland new form of government in 1925, its second year, will ] be considered. •
