OFFICER UNIFORM LAW UNDER FIRE • OF POUCE HEADS Chief Johnson and Others Declare Service Would Suffer. i Relief from recently enacted law, which requires all peace officers be fully uniformed before they can make an arrest for traffic violations on State highways, was sought by members of the Indiana Police Chiefs Association today. They addressed letters to Governor Ed Jackson, Attorney General Arthur Gilliom and Secretary of State Fred Schortemeier, on the subject. Charging that the law as it reads would render approximately twothirds of every; police department helpless sixteen hours a day, and will allow intoxicated drivers, hit and run drivers, and even killers, to speed away from the scenes of accidents, unless a policeman fully uniformed be near by, Police Chief Claude F. Johnson, declared if relief is not given, the validity of the law will be tried through a test case. Accuses Motor Clubs "It is a fast one put over on us by the motor clubs,’’ Johnson said. “I am in accord with their drive against ruthless arrest of motorists by horse thief detectives, constables and others who work out of kangaroo courts and who subject the motorists to speed traps and the like,” "But this is a law that renders me, the highest police officer of this city, helpless to make an arrest unless I am in uniform,” Johnson said. 'Detectives, always in plain clothes, and especially the automobile detectives, are hit hard. When I say two-thirds of every police department, I refer to the men off duty, who might be driving their personal cars and witness bad accidents or traffic violations other than speeding,” Johnson, said. Center on Two Sections The police chiefs of the State, while attending a convention here Tuesday and Wednesday, discussed the new law and unanimously voted to seek relief and a test of the law. They are particularly opposed to sections 1 snd 3 of Chapter 109, Acts of 1927. Section 1 covers the points mentioned above and' Section 3 reads that the Secretary of State shall prescribe the type of uniform to be worn by officers enforcing traffic laws on State highways, and that section might even render the police of the various cities of the State helpless even though they be in uniform. "It will at least raise the question of difference between the city police uniforms and the State police uniforms. inasmuch as the State police uniforms are prescribed by the secretary of State,” Johnson said. Earl, Ernie and Bernie, leaders of a southern Illinois gang faction, were at liberty today under bond of $25,000 each pending their retrial on mail robbery charges. Each was serving a sentence of twenty-five years in Federal penitntiary for robbbry of a mail truck at Collinsville, 111.
