ADULTERATION OF FOOD CONSIDERED AS GRAVE CRIME Worse Than Murder, Holds ■ Head of Organization Opposing Death Penalty. Capital punishment has been given Its trial, and has failed, according to Municipal Judge D. Stevens, leading sponsor of the association. Judge Stevens, making his first public utterance in favor of ending the death sentence, to which cause he has been espoused for some time, clafined it is contrary to modern Ideas of criminology and penology. Crime, ho said, is now considered a disease, caused either ,by an unbalanced mind, or through heredity and environment. Murder Increases “Electrocutions and hangings have failed in the first place,” he said, “to protect society—the end for which they were designed. Murder has increased alarmingly in this country, although five-sixths of the States still have capital punishment Dn their books. t “There are now 10,000 murders in the United States every year. “The rate is nine per 100,000 population. Fifty years ago it was two. “There are many‘crimes more serious than** murder, because they affect more people.
