Bn United Press WASHINGTON, May 4.—President Coolidge laid down liis doctrine ol Government’s relations to business in a speech at the pan-American commercial conference here last night. “Under free governments," he said, “trade must be free and to be of permanent value It ought to be independent. Under our standard we do not expect a government to support trade; we expect trade to support the Government. “An emergency or national defense may require some different treatment, but tinder normal conditions, trade should rely on its own resources, and should therefore belong to the province of private enterprise." Significant Utterance FolloYving closely upon protectiYo measures taken in behalf of American enterprises in Nicaragua, China and Mexico, the statement held added significance. It was the second Coolidge speech on foreign policy Within ten days. The first was an appeal to the press delivered at the United Press Associations’ dinner in New York. Hast night’s speech directed to American business. Likewise the address marked a second step in the “campaign of education” Coolidge is carrying on in explanation of his foreign policies, answering the somewhat blistering criticism leveled against them by some forces in Congress just prior to the Alarch adpournment. Opposes Harsh Course Again Coolidge stressed his desire to be of help to the smaller republics of tho Americas. They have found liere the chief market for their rate materials, and we have found in them a consuming agency for absorption of manufactures. Hence, he maintained, our PanAmerican relations should not be carried on in a. harsh business way, but in a spirit of mutual interdependence. “Our associates in the Pan-Ameri-can Union all stand on an absolute equality with us,” Coolidge said. “JL is the often declared and established policy of this Government to use its resources not to burden them, but to assist them; not to control them, but to cooperate witli them. “We must cooperate in the advancement of the Pan-American Union through mutual helpfulness, mutual confidence and mutual forbearance."
