HAYNES FAVORED AND OPPOSED BV GROUPS OF DRYS Final Fate of Acting Prohibition Bureau Chief Up to Coolidge. Bv United Press WASHINGTON, April 13.—A new fight within the Government prohiWition organization and in dry societies, for and against Roy A. Haynes as permanent commissioner of the prohibition bureau, gained momentum today. Some members of the Methodist Board of Temperance, Prohibition and Public Morals, one group of headed by Curtis (Rep.). Kansas, and high treasury officials are leading the opposition against Haynes. The Anti-Saloon League, a second group of Senators headed by Willis and Fess (Rep.), Ohio, and several religious bodies, including the Federal Council of Churches, are campaigning for Haynes' retention. Whether Haynes will become "permanent” instead of “acting" commissioner, as at present, be relegated to a lower position, or be ousted from the service depends upon President Coolidge. While Secretary of the Treasury Mellon has full power to appoint the prohibition commissioner he is guided by the chief executive in Ns selection, and the President is pictured as desiring to avoid a conflict with powerful drys backing Haynes.
