Bn United Pro** WASHINGTON, April B.—From the press of the Government Printing Office there has just been issued, in one volume, all of the significant and historic documents relative to l lie formation of the United States. This is the first time all of these papers, developing the constitutional history of the Union, have been assembled in one book. The new collection, coming at a time when more public interest than ever is being manifested in the constitution, its makers and events leading up to its adoption, is the result of initiative taken by Representative Robert L. Bacon of New York City. Supporting him were Senators Fess of Ohio, former Senator Pepper ot I 'ennsylvania and Representative Moore of Virginia. The publication is titled, “The United States —Formation of the Union,’’ and the Library of Congress, which authenticated all documents, is the publisher. Copies are avail able for all interested through the superintendent of documents of the Government Printing * Office. The price is only $2.85. Much Work Required task of assembling all the documents was a huge one. The papers were scattered widely in different publications, many inaccessible to the ordinary reader. More than 600 pages are devoted to the James Madison report of the debates in the constitutional convention. In addition the less known notes of Rufus King, William Peterson and Dr. James McHenry,* the notes of Alexander Hamilton, are !n----cluded and the highly picturesque comments of Maj. William Pierce of Georgia, undertaking to describe the personal characteristics and attainments of each participant in the convention. The secret proceedings of the convention, as recorded for posterity by former Chief Justice Robert Yates of New York, are also embraced. Down (o Date Beginning with the declaration and resolves of the First Continental Congress on Oct. 14, 1774, and developing in order all of the important steps taken, including the Mecklenburg Declaration, the Declaration of Independence, the Articles of Confederation, the constitution itself and the various plans submitted by Edmund Randolph of Virginia, Charles Pickney of South Carolina. William Peterson of New Jersey and Alexander Hamilton of New York, the letter of Washington transmitting the finished constitution to the Congress, the subsequent resolutions amendments and the rosoof the various States accepting the charter, the publication brings the Constitution down to date, including the Eighteenth and Nineteen Amendments.
